 Job Description
 
  • Lead effective implementation of the project through overseeing timely provision of inputs, effective backstopping, timely and efficient delivery of outputs, and developing monitoring and evaluation system for the project activities, in conformity with ILO policies and project strategies, and in accordance with ILO administrative and financial procedures and IPEC programming guidelines. Provide routine IPEC reports as required.
  • Recruit, guide, supervise and train project personnel, in both administrative and technical aspects, such as administrative coordinating, technical designing, monitoring, evaluation and reporting of project activities, and ensure effective co-ordination of action programmes in order to deliver integrated and comprehensive interventions. Create a learning, knowledge sharing, and staff development friendly environment.
  • Develop and review an institutional framework, in which social partners can best improve, implement and evaluate efficient and equitable ILO/IPEC action programmes.
  • Is responsible for the collaboration with the National Project Coordinator to consult, cooperate and coordinate on project related initiatives with the All China Womens Federation, tripartite constituents, concerned Government agencies non-governmental organizations, international organizations, research institutions and media.
  • Handles relationships with donors, and the international community, other potential donors and the media for project related matters.
  • Promote ILO policies regarding child labour, equality of opportunity and treatment for women and men, and the relevant International Labour Standards.
 Candidate Profile
 

Qualifications & Experience:

  • Advanced university degree in economics, management, social science or related field with demonstrated expertise.
  • At least ten years of professional experience in the formulation, management, implementation, evaluation or funding of technical cooperation programmes, of which at least seven at the international level.
  • Experience in designing monitoring and evaluation frameworks and action-oriented research.
  • Exposure to trafficking, child labour, migration and labour issues will be advantageous.
