 Job Description
 
  • Advises the Regional Director and Deputy Regional Director authoritatively on administrative policies, structures, and decisions that directly affect successful programme delivery.
  • Creates a work culture that rigorously pursues evaluation by clients and performance assessment demonstrating to stakeholders and collaborators a commitment to excellence and the highest ethical standards and ensures that sound controls are maintained over the use of financial resources.
  • Is responsible for and oversees all activities related to legal matters, including issues pertaining to the status of WHO in the various host countries, and to the status of work executed by WHO including issues of protocol and diplomatic immunities.
  • Represents the Regional Director to government counterparts in the Region and vis-a-vis country host governments in particular on complex administrative matters requiring sensitive negotiation and high level intervention.
  • Spearheads efforts to systematically monitor the efficiency of programme delivery in seeking to constantly improve methods and procedures; in particular, assists in the preparation, monitoring and implementation of the regional budget.
 Candidate Profile
 

Qualifications, Skills & Experience :

  • Advanced level university degree in public or business administration, finance, law, or other closely related fields.
  • Successful completion of professional training in modern management techniques an asset.
  • Sound knowledge in budgetary, financial, and modern management methods as applied to large administrations.
  • Strong sense of leadership and responsibilities.
  • Demonstrated leadership qualities in an international environment.
  • Good communication and interpersonal skills are essential as are diplomacy, tact and the ability to work well in a team.
  • Extensive experience in senior, progressively responsible positions in the management of large public, not-for-profit or commercial administration, gained through a minimum of 10 years of position-relevant experience in international settings.
  • Previous work experience in a multi-cultural environment like WHO, an Organization within the UN Common System, or similar institutions. Experience in working in a developing country would be an asset.
