 Job Description
 

Program Quality and Management

  • Oversee and ensure the successful implementation of all emergency projects, in close coordination with CRS field offices and partners.
  • Support the updating and developing of additional contingency and emergency preparation plans, and managing any associated budget, as appropriate.
  • Closely monitor events in humanitarian issues in Afghanistan, in order to update and adjust program activities and approaches, when necessary.
  • Conduct regular reviews of progress against indicators, lessons learned, and challenges encountered, in order to ensure the achievement of performance targets and adherence to technical standards, best practices and donor guidelines.
  • Collaborate with non-emergency departments to ensure effective program coordination and a high level of stewardship.

Budgeting, Financial Planning and Reporting

  • Ensure proper financial management systems are in place and followed for emergency projects in coordination with the Finance team and MQ Coordinator.
  • Develop and monitor emergency project budgets, checking for proper burn rates, allowability, allocability, and appropriateness of expenses, proper coding to capture geographic areas and activities, etc. 3. Collaborate with Finance for the development and review of financial reports to donors and other stakeholders.
  • The EC will be the primary budget holder for all emergency funds. The EC will therefore need to work with delegates to develop their own budget management and tracking skills.
  • Work with Emergency PMs and HOOs to collect, prepare, and submit required reports including donor and private funds narrative reports, quarterly performance indicator tracking tables, baseline and final evaluation reports, as well as other reports needed/required by the local government, donors, the region or headquarters. The EC will be the final author on all external emergency program reports.
  • Provide regular updates to government and non-government coordination bodies as requested.
  • Lead CP level data analysis and feedback to partners and field staff.

Coordination and Communication

  • Ensure systems are in place for the proper documentation of meetings and timely circulation of resulting information/outcomes.
  • Help with the coordination of visits of CRS, donor, partners, etc.
  • Work closely with relevant emergency staff and partners to ensure that systems are in place that will enable the timely purchasing, receipt, documentation and distribution of all project materials and supplies.
  • Support the research, documentation and sharing of lessons learned/best practices for CRS emergency interventions.
  • Maintain effective and proactive communication with Chagcharan, Bamiyan, Kabul and Herat emergency teams and supporting staff.

Security and Representation

  • Coordinate with the CR, HoP, HOOs, and Health and Safety Manager to ensure that CRS security protocols are up to date and adhered to by emergency team members.
  • Represent CRS in all relevant technical meetings, coordination bodies and working groups.
  • Represent CRS to all emergency donors through written communication, phone calls, and face to face meetings, as appropriate.

 Candidate Profile
 

Qualifications

  • Master’s Degree in international relations, international development or related field.
  • Minimum 5 years experience working within international development, including direct experience in fast paced emergency environments.
  • Minimum four years living and working in a developing country.
  • Demonstrated ability with project grants management, including project design, budget preparation, expenditure tracking, monitoring and evaluation, reporting, etc.
  • Experience with capacity strengthening and partnership building.
  • Supervisory experience, especially in a multicultural setting.
  • Strong cross cultural skills and experience working with national staff in overseas offices Physical Requirements/Environment:

The position is based in the Herat office. The position requires approximately 25 percent travel within Afghanistan, primarily in Ghor Province.
