Job Description

Under the guidance of the Chief of Competition and Consumer Policy Branch, Division on International Trade in Goods and Services, and Commodities (DITC), the incumbent carries out the following duties:

Research and analysis:

  • Participate and advise in the formulation, organization and management of mandated research and policy analysis of programmes on economic and legal issues related to competition and consumer policies; formulate economic and competition strategies, policies and actions for adoption by national and regional groupings; Supervise a team of staff economists/lawyers undertaking this work.
  • Conceive, plan and manage expert group meetings, seminars and similar consultations that contribute to the section's outputs.
  • Prepare speeches for senior staff and make presentations on competition issues for specialist, non-specialist audiences.

Intergovernmental support

  • Provide direct substantive support on development issues to the United Nations Conference on Trade and Development (UNCTAD), the UN Review Conference on the UN Set on Competition, the Commission on International Trade in Goods and Services, and Commodities, the Inter Governmental Group of Experts on Competition Law and Policy and other subsidiary bodies by offering strategic advice, giving technical guidance and assisting in developing a consensus.

Technical cooperation

  • Conceive, plan and manage the Branch's capacity building and technical assistance programmes n competition and consumer policies; Represent the organizational unit at international, regional and national meetings on competition and consumer policies and development issues.
  • Develop and maintain relations with competition and consumer agencies, senior officials of member governments and ensure a response to requests for advice and/or assistance on relevant issues and policies.
  • Mobilise funds from donor and institutions for technical assistance programmes and projects.
  • Lead, participate in technical cooperation missions. Programme support - Manage the section's staff performance and contribute to the formulation of the medium-term plan, the programme of work and the budget of the unit and participate in the formulation of the organization's overall programme of work and other similar endeavours.
  • Perform other related duties as required.
Candidate Profile

Qualifications:

Education
    
Advanced university degree (Master's degree or equivalent) in law or economics. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
    
Work Experience
    
A minimum of 10 years progressively responsible professional experience in the application of economic or legal principles and concepts in various contexts, including at least 5 years dealing with competition issues.
    
Languages
    
Fluency in spoken and written English or French is required. Knowledge of another official UN language, particularly Spanish, is an asset.
