PROGRAMME SPECIALIST

Job Description
Under the overall supervision of the Regional Programme Director, UNIFEM East and Southeast Asia Regional Office (RPD, UNIFEM ESEARO), the Programme Specialist  will be responsible for the substantive coordination and over-all management of the Country Programme in China, including the China Gender Facility and Gender and HIV/AIDS project, as well as the Aceh programmes, including  “Strengthening Women’s Legal Rights iN Aceh”. S/he will manage and supervise the work of the project regional office and project office staff.
 
The Programme Specialist acts as the focal point for China and Aceh.  S/he works in close collaboration with the programme managers in the Regional Office in Bangkok, UNIFEM HQs staff, UNIFEM staff in programme offices in China and Aceh, Government officials, technical advisors and experts, multilateral and bilateral donors and civil society to successfully implement UNIFEM programmes in China and Aceh.
 
The main duties and responsibilities of the Programme Specialist are:
 
Manage ongoing programme activities in China and Aceh (Indonesia) more specifically:
  • Coordinate, manage and monitor implementation of UNIFEM programmes to ensure synergy and results, ensuring that gender equality principles are mainstreamed into National/Provincial Development Plan; provide strategic and technical support for government counterparts to advance implementation of the concluding comments; identify and support the engagement of NGO actors with a view to supporting strategic collective action between NGOs as well as improved cooperation between NGOs and the government;
  • Develop concrete components for the Programme, in line  with its gender-responsive rights-based approach in consultation with project offices.
  • Coordinate, manage and monitor implementation of Programme to ensure synergy and results, including annual work programme focusing on key results to be achieved; 
  • Mobilize and manage inputs and expertise required for the implementation of the programmes/projects at regional and country levels;
  • Identify strategic programme opportunities and develop further programmes, as well as broker for funds with donors;
  • Liaise with donors, governments and partner organizations on implementation of Programme;
  • Track, monitor and evaluate results of Programme results and ensure documentation;
  • Undertake missions to countries on a regular basis.
     

Build strategic partnerships and advocacy, which include:

  • Brokering support and linkages between governments, the private sector, GOs and NGOs, research institutes, UN agencies and other bilateral and multilateral aid organizations to concretely address Programme objectives;
  • Promoting the programme among governments, the private sector, NGOs , research institutes, UN agencies , other bilateral and multilateral aid organizations;
  • Coordinating with national women's groups and leverage necessary support for the women's groups in China including through capacity development and advocacy support
  • Supporting joint advocacy at regional and country levels;
  • Initiating and coordinating regional meetings and workshops for/among stakeholders to exchange knowledge and experiences that concretely address various aspects of CEDAW and its implementation.
Support the development of a communications strategy to ensure the effective positioning of UNIFEM and communication of UNIFEM’s work in China and Aceh, more specifically:
  • Develop a strategy for documentation and dissemination of programme processes, results and learnings and coordinate implementation;
  • Monitor trends and debates related to gender equality in the region and globally, and facilitate sharing of this information through the UNIFEM ESEASIA website;
  • Identify gaps to be addressed in the future;
  • Develop and implement a communication strategy to ensure the effective dissemination of documentation and materials developed under the Programme;
  • Monitor and document the implementation of the Programme, utilizing viable indicators and lessons learned for the purpose of comparative cross regional and organizational learning;
  • Monitor specific impacts of the Programme  on national/regional policies

Managerial Functions:

In cooperation with the RPD, UNIFEM East and Southeast Asia Regional Office, the Programme Specialist is expected to:

  • Present and/or provide annual briefs on the trend/s and issue/s on gender equality, including women's legal rights, women's political participation and violence against women and their impact on the programme; 
  • Provide information on feedback from partners on critical issue areas that impact on programme implementation;
  • Fulfill other tasks as assigned by the RPD.
Managerial:
  • Leads teams effectively, motivates and manages teams well, inspiring confidence in others; manages matrices fluidly by encouraging inter-agency collaboration.
  • Builds strong relationships with both internal and external actors - cultivates productive relationships with donors, partners and other important institutions and individuals.
  • Manages programmes effectively - consistently ensures timeliness and quality of project work carried out by the office or team Strong oral and written communication skills.
  • Good listener and responsive to the opinions of others. Speaks confidently and exercises diplomacy in dealing with governments, UN system and national partners; demonstrates determination and tact in negotiations. 
  • Displays cultural sensitivity and adaptability - communicates effectively with and relates to people of different cultures, demonstrating an ability to see issues from other perspectives
Technical/Functional:
  • Substantive knowledge and understanding specifically on gender equality issues as well as more broadly, human rights and development cooperation, with an emphasis on the provision of coordinated support and management of strategic programmes to advance gender equality. 
  • Substantive knowledge and experience with the development of fund mobilization and management for the UN's work in support of gender equality.
  • Experience in results-based and rights-based programming (Results-based Management and Human Rights-based Approach to Programming).
  • Experience in evaluation of programme and projects.
Candidate Profile
  • Masters Degree in social development, sociology, gender or other relevant field; 
  • At least 5-7 years of operational experience on gender issues in Asia;
  • Minimum of 5 years of professional experience in the development field, preferably in the field of gender and development at the regional level; 
  • Excellent management, communication, interpersonal and liaison skills;
  • Strong familiarity with UN inter-agency cooperation; 
  • Excellent written and spoken English; knowledge of other Southeast Asian  languages would be an advantage.
