1.Based on thorough needs assessment, conceptualize and formulate effective and innovative cooperation strategies for the development of a systematic programme of technical assistance for the host country and the sub-region, including analysis of government policies and industrial trends, review and monitoring of the overall industrial development situation, identification of priority areas for cooperation based on and consistent with country priorities, the UNIDO business plan and the service modules with emphasis on the sub-region.
2.Undertake programme and project development work with an active participation, including leadership role, if required, in the stages of identification, formulation, implementation, and monitoring of programmes and projects at national and sub-regional level, in close cooperation with the Regional Programme at HQ, relevant technical branches at HQ and relevant counterpart institutions at the field level, ensuring development of innovative and cost effective programmes and projects from all sources of financing. Ensure that best practices are incorporated in the development of programmes and projects supporting, inter alia, implementation of international environmental Protocol/Convention programmes, and energy and environment management, while ensuring that the programme portfolio of UNIDO increases in the host country and in the sub-region.
3. Act as a Team Member in relevant UNIDO integrated programmes in the sub-region and participate in missions to market and promote UNIDO services and encourage governments, financing institutions, multilateral and bilateral organizations, public and private sectors, and other international and national partners to mobilize resources for UNIDO programmes in the field.
4.Provide substantive support to technical cooperation programmes and projects in the host country and the sub-region, including assisting in the evaluation of ongoing projects and programmes, revising implementation plans, providing advisory support services during implementation, monitoring implementation, and participate in programme and project evaluations at both country and sub-regional level. Assist in the screening of candidates for the roster of local consultants, national experts and other personnel in the relevant substantive fields of interest.
5. Provide technical advisory services to national counterparts and officials; participate in relevant meetings to pursue and build new relationships with strategic partners and explore new strategic alliances; participate at field level in the coordination mechanisms of the United Nations, including those of the Common Country Assessment (CCA) and the United Nations Development Assistance Framework (UNDAF).
6.Assist in the implementation of a regional information network which provides strategic information required for the UNIDO country programme frameworks, country support strategies, industrial sector analyses and industrial policy formulation which could be tapped by all strategic partners, elevating the UNIDO profile as a reliable provider of industrial information.
7. Undertake other related duties and assignments as may be required by the Head of the Regional Office.
