Job Description

Chemonics seeks a chief of party for the anticipated $25 to 50 million USAID Afghan Urban Water and Sanitation activity. This project will enhance Afghanistan’s capacity to manage water resources through water and wastewater infrastructure upgrades and related management support. It will provide institutional development support; strategic planning; and engineering, procurement, and construction supervision to enhance water supply and sanitation services and infrastructure. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Provide overall project leadership, management, and technical direction
  • Manage field operations to ensure activities are achieved, and identify and mitigate risks
  • Serve as the primary liaison among USAID, government counterparts, other implementing partners, and local partners
  • Ensure the project meets high-quality performance and integrity standards that comply with the policies and regulations of Chemonics and USAID
  • Apply adaptive management strategies and lead learning activities to support staff and counterparts to continually refine interventions and maximize impact

Qualifications:

  • Advanced degree in engineering
  • At least five years of experience as a chief of party delivering projects of similar scope and value; experience in a comparable security context preferred
  • A minimum of 10 years of international development experience as a chief of party or senior technical lead in the area of service delivery, institutional capacity development, or cost-recovery improvement
  • Experience in providing technical assistance to improve institutional capacity
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required; proficiency in Dari or Pashto desired
