Job Description

Purpose of the position

To provide leadership in the production of key communications resources for donor and public engagement that position the ministry of World Vision Burundi with in-country and international media; lead external communications on a range of humanitarian and justice issues; direct communications in potential emergency and crisis situations; and manage internal communications processes to advance the strategic goals of World Vision Burundi; position the ministry of World Vision Burundi in mainstream and social media to mobilize public support for social and policy change for child well-being. In order to successfully execute this purpose, the position holder must be able to effectively communicate World Vision’s Christian ethos and demonstrate a quality of spiritual life that serves as an example to others.

Major responsibilities

Major Activities

  • Team Management: Understand and apply principles of group dynamics and stages of team development to enable high performance. Lead goal setting, prioritization, processes, and relationship management.
  • Strategy Development: Develop and implement context-driven communications strategy that supports organizational strategy execution; Assist the National/Program Director in establishing an Advisory Council for World Vision Burundi.
  • Executive Engagement: Contribute to senior and cross-functional teams, with good understanding of how communications relates to organizational strategy and the work of other ministry, resource acquisition and support functions.
  • Performance Management: Define capabilities and assess communications team and individual performance needed to deliver on communications strategy. Implement solutions to address capability gaps, development opportunities, and retention strategies;
  • Stakeholder Management: Identify, develop and influence key stakeholders, manage expectations and build stakeholder commitment to communications;
  • Compliance: Ensure National Office adherence and alignment to Partnership communications policies, protocols, standards and branding;
  • External engagement: Identify, develop and maintain productive working relationships with external stakeholders such as media, donors, coalition and other partners and audiences to enhance World Visions image and influence in the promotion of children’s rights;
  • Prepare Oversee and ensure excellent standards in management of the communications department budget and resources which includes inspiring and maintaining high standards of work and clear accountability to stakeholders;
  • Resdsd Reputation Management & Brand Assurance: Promote the organization’s brand and guard the organization’s reputation in the national context; Collaborate with the Quality Assurance & Integrated Programs Department to define key issues, messaging, and communication channels for public advocacy initiatives;
  • As Internal Communications and change management communications: Produce internal/external communications to ensure that key communication messages and marketing products of World Vision Burundi are skillfully developed; Produce consistently and timely feature stories and photos for sharing with World Vision Partnership-wide website;
  • Work with print and broadcast media to generate proactive and positive news coverage for important media opportunities and interviews that promote and protect the public image and ministry of World Vision Burundi;
  • Media Communications: Prepare and position the National/ Program Director for important media opportunities and interviews that promote and protect the public image and ministry of WV Burundi, while raising public awareness on key issues of poverty and justice for child well-being;
  • Emergency Communications: Plan and manage communications in response to both slow- and rapid-onset emergency disaster/relief situations ensuring that the WV Partnership is provided with quality stories, photos, and media interviews from the field; Provide operational and technical oversight where necessary for timely and effective communications of any major emergency (political, social, economic, environmental or other) and World Vision Burundi responses to these emergencies. This includes the preparation of media statements, interviews, situation reports, and other types of communications for managing and mitigating these emergencies effectively;
  • Donor/Public Engagement Communications: Produce compelling and issues-oriented fundraising, advocacy and publicity materials (web-based, electronic, print and video) for effective donor and public engagement in country and internationally;
  • Lead the process of professional development of individual communications staff including coaching and motivating through ongoing supervision, appraisal, and learning of appropriate communication systems and tools;
  • Ensure that the communications team has all key tools and training required for rapid deployments to and communications from the field for extended periods of time;
  • Support in the development of an annual staff capacity building plan and implementation of an integrated National Office communications capacity building plan based on national communication priorities and strategy;
  • Train World Vision Burundi non-communications staff and partners to produce a wide range of communications materials enabling staff and the communities World Vision works with to use new technology to tell their stories to a global/regional audience;
  • Identify, train, and position other media spokespersons within WV Burundi from the AP project-level to senior leadership as strategic and appropriate for responding to media inquiries and achieving positive coverage to manage media reputation risks;
  • Monitor media coverage of World Vision’s work in Burundi and write and disseminate internal memos on media developments;
  • Attend and participate in different meetings while advising team members (individually and collectively) on communications related issues and processes of key importance.
  • Lead other communications assignments as necessary and agreed in accordance with established accountabilities to the National Director and Regional Communications Director
  • Represent the National/Program Director in NGO and other forums to maintain good relationships and enhance partnerships with all stakeholders.

KNOWLEDGE, SKILLS AND ABILITIES

Minimum education, training and experience requirements to qualify for the position:

  • Minimum of BA in journalism, communications, or public relations required.
  • Minimum 3 years professional experience in public relations, marketing or Communications at Managerial Level in the NGO or private sector.

Preferred Skills, Knowledge and Experience:

  • Master’s Degree in public relations, journalism, communications, Arts, or equivalent preferred.
  • Experience working as a communications specialist in development context, a fast paced, multicultural complex environment.

Technical Skills & Abilities

  • Fluency in English, French and Kirundi with the ability to convey complex information in a straightforward, interesting and motivating manner
  • Proven written and verbal communication skills, including the ability to write and present information for different audiences, and to edit others’ work
  • Proven photographic skills with the ability to take high-quality photographs. Video and scripting and editing skills is an advantage
  • Good strategic thinking and process, and an understanding of how communications can bring social change
  • Thorough knowledge of the communications and media industry.
  • The ability to generate and maintain effective networks with the media other partner
  • Demonstrates an ability to think and manage strategically, plan and meet deadlines.
  • An energetic, analytical and self-starting approach to projects that involve significant responsibility
  • General experience in project management, with specific experience in the production of diverse and creative communications projects including publications, multi-media, websites, photo or video reports, etc.
  • Excellent interpersonal and cross-cultural communications skills

  • Ability to travel and work in the field as an essential function of the position.
  • Familiarity with or knowledge about international development, World Vision development practice and communications needs
  • High levels of confidentiality and confidence

Travel and/or Work Environment

  • Working primarily in the national office in Bujumbura with frequent travel to the field.
  • Working with various stakeholders: government officials, Support Offices, and foreign visitors, mass media, Cluster/Project/Advocacy staff community people and children.
  • Domestic travel will be done 35% of the time and also some international travel.
  • On call 10% of the time or as required.
