“Forecast-based Financing in the Philippines – Closing the Gap between Disaster Risk Reduction and Emergency Relief” Project

The Philippine Red Cross implements the “Forecast-based Financing in the Philippines – Closing the Gap between Disaster Risk Reduction and Emergency Relief” with the technical support of German Red Cross (GRC) and Finnish Red Cross (FinnRC). It is a 36-month project which aims to contribute to the reduction of humanitarian consequences of extreme natural events on the population in high risk areas. This project will support the Philippine Red Cross’ strategic plan (2017-2020), in particular to its first goal which intends to establish “safe and resilient communities”.

Purpose and scope of the consultancy

To supply information to Philippine Red Cross and its partners on the Monitoring, Early Warning and Early Response capacities at local and national level. It shall outline what are the existing (and possibly planned) roles and responsibilities in risk analysis, forecasting, warning, responding to predictable hazards, as well as the main past experiences in the Philippines in forecast-based early interventions (including readiness actions).

  • To map existing Forecast-based Early Response framework in the Philippines
  • To identify past Forecast-based early interventions and document the good practices, as well as possible gaps and barriers faced,
  • To detail at least two case studies as evidences for an effective FbF system and highlight good practices and lessons learned that can be used in local context for future intervention
  • To collect different recommendations for improvement of EWS and considering innovative approaches to support early action
  • To identify key actors (scientific offices, humanitarian organizations, government agencies, academia, etc) working and influencing Forecast-based early response at local and national level
  • To document all data gathered and present to PRC and its partner in a synthetic way
  • To recommend next steps and in particular, the national setup that could be considered for triggering Early Actions based on credible forecasts as well as recommended channels of communication towards key responders.
