Job Description

Chemonics seeks a deputy chief of party/senior justice sector advisor for the anticipated USAID-funded Promoting the Rule of Law in Myanmar (PRLM) project. PRLM aims to protect human rights and increase access to justice for all people of Myanmar. To achieve this goal, PRLM will support accountability and competency within justice sector institutions and enhance civil society’s legal services and advocacy efforts. By doing so, the activity will promote universal democratic values and positively influence the ongoing political transition in Myanmar. PRLM will build on USAID/Burma’s current and past investments in the rule of law sector, which is a cornerstone of the U.S. government’s policy to protect human rights and advance the democratic transition. The deputy chief of party/senior justice sector advisor will be the primary point of contact for and technical advisor to USAID, its partners, and the government of Myanmar. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Liaise with the government of Myanmar and institutional partners, serving as their main point of contact with PRLM on a daily basis
  • Build and maintain collaborative relationships with other donor programs as well as democracy and governance specialists in Nay Pyi Taw
  • Track and report on pending and current legal reform initiatives; contribute to the drafting of bills relevant to human rights, justice sector reform, and access to justice
  • Report on progress to USAID
  • Implement other tasks, as delegated by the chief of party

Qualifications:

  • Law degree required
  • At least seven years of experience implementing justice sector activities, with an emphasis on prosecutor training, legal reform, and institutional development, in positions of increasing responsibility
  • Demonstrated experience building and maintaining strong working relationships with government officials, NGOs, and other donors
  • Demonstrated leadership, versatility, and integrity
  • Strong interpersonal skills and an ability to communicate clearly and concisely both orally and in writing
  • Fluency in English
