Since 2015, PSI has led implementation of the UNITAID HIV Self-Testing Africa (STAR) Project. STAR is a multi-country project (Malawi, Zambia, Zimbabwe) designed to evaluate and scale effective, efficient and ethical HIVST distribution models to increase testing coverage and achieve public health impact. STAR has catalyzed the HIVST market, building increased demand among global donors and country governments and expanding supply of HIVST products. Under STAR, WHO released normative guidance on HIVST in December 2016.

We are looking for a dynamic candidates with significant technical leadership experience for the position of Deputy Director. Under this three year project, PSI will scale-up HIVST in existing STAR countries and expand deliveryin three additional countries in Southern Africa, namely South Africa, Lesotho and Swaziland. . This position will be based in Johannesburg, South Africa, with frequent travel to project countries. The position reports to the Project Director, with an esimtated start date of January 2018.

Responsibilities

Your contribution

The Deputy Director oversees the technical implementation of activities in five  project countries —this includes in country policy development, operational and technical guidance for the implementation of all project activities, global and and in-country supply chain management and advocacy for HIVST. The  Deputy Directoris responsible for ensuring that project implementation is technically sound across countries, following overall and cross country strategy of implementation to meet project goals, objectives and outputs through high quality programming. The DD will be responsible for ensuring strong technical design adapted to country context, following of  project workplans and for identifying and addressing implementation challenges, in conjunctionwith the technical teams  in country. Thehedeputy director will feed inputs from country implementation into larger market shaping activities under the award and support the  Project Director to communicate project impacts to external audiences.

More specifically, you will shape the future of HIV self-testing in project countries, and at global level, by:

  • Supporting the project director in the design  and implementation of a strategic, long-term programmatic  and technical vision for the project.
  • Ensuring the technical rigor of all project planning, including country workplans
  • Collaborating with the Project M&E director to ensure successful implementation of a monitoring and evaluation framework to track progress, outcomes, and impacts against targets set, to demonstrate success and influence decision making
  • Identifying issues contributing to under performance in any given country and developing interventions to rectify the issue
  • Driving innovation in HIVST across project countries by encouraging the introduction of new approaches or generation of improved evidence to shape global practice
  • Translating global policy and guidance for application at country level, including dissemination of tool kits, standardized tools and other implementation guides
  • Working with the Project Director and in-country staff to liaise with donors, country governments, project stakeholders, and counterparts in the public and private sectors to ensure the program is in line with best practices, delivered under national leadership, integrated with other programs, and as efficient as possible.
  • Supervision and management of the TA communications and marketing to ensure the design and implementation of the HIVST communications and marketing strategy and support for in country communications and marketing strategies.
  • Managing  consultants, who provide technical support across project countries in policy development, supply chain and regulation and quality assurance.

Qualifications

The basics

  • You have a PhD or Masters degree in public health
  • You have a minimum of ten years of experience in the field of HIV prevention, care and treatment; preference for previous experience in HIV self-testing
  • You have a least 10 years of experience implementing HIV programs in sub-Saharan Africa or Asia
  • You have at least 10 years of experience working with public health programs in developing and transitioning countries, both at central and provincial level
  • You have a demonstrated ability to contribute to the global HIV technical and policy debate
  • You have published experience in HIV service delivery; preference of published experience in HIV self-testing delivery
  • You have at least four years of supervision experience.
  • You possess strong program management skills and prior experience working on large, multi-country, regional awards
  • You are experienced interacting with and managing a broad range of project staff
  • You have demonstrated strong leadership, communications, and interpersonal skills.
  • You have demonstrated experience working with host country governments, a diversity of funders, and large international organizations.
  • You are fluent in English.

  • Proven coaching, facilitation, and communication skills.
  • Implementation experience in both Africa and Asia
  • Experience with UNITAID, as well as key partners to whom funding may transition, including PEPFAR and Global Fund
  • French language skills
