People in Need’s humanitarian and resilience-building programs to assist the conflict-affected Syrian population focus mainly on Food Security and Livelihoods, rural Infrastructure Rehabilitation and emergency Education sectors. PIN operates several programs in 5 locations in Northern and Eastern Syria (Idlib, Aleppo and Al Hasaka province) with its offices and field staff in Syria. Cross-border operations are managed from Turkey where PIN’s main office is established serving as administrative and logistics support of program implemented directly or through partners in Syria.

The Food Security and Livelihoods (FSL) team consists of 3 units ( Food Security program – dealing with in-kind food aid; Cash-based program – cash for work, food vouchers and unconditional cash; and Livelihoods program – support to agriculture and vocational education and training centres) managed by 3 international PMs, respectively. The FSL team leader is to coordinate the role of 3 units and ensure quality of the programing.

Programs are being managed remotely in Idlib and Aleppo, while in North-Eastern Syria (Hasakeh, Aleppo) programmes are carried out through direct implementation, with international staff present on the ground.

Main responsibilities:

  • Supervision of the Food Security and Livelihoods program implemented in Syria, including line management of three ex-patriate Programme Managers;
  • Ensuring programmatic synergy among FSL units;
  • Leading the coordination of large consortium with Alliance 2015 partners (3-year program focused on food security and livelihoods in Northern Syria implemented by 3 international NGO - People in Need is a lead in this consortium);
  • Ensuring that PIN’s FSL program complies with both internal and external quality standards;
  • Supporting HoP in program development within the sector; organize, assess and analyse the situation on the ground with aim to design most appropriate strategy and program;
  • Close coordination with M&E department, ensuring that feedback received through M&E mechanisms is reflected by programs;
  • Provide technical support and ensuring that capacity of the team is built;
  • Supervise that timely, both internal and external reporting is taking place;
  • Liaising with current and potential FSL donors, fostering good relationships and maximum transparency and accountability;
  • Participating actively in Sectorial coordination meeting and other relevant coordination fora (FSL)

Suitable candidates for this position should possess:

  • Experience of working within livelihood sector for a humanitarian and development organization;
  • Familiarity with the humanitarian context in Syria;
  • Strong grasp of all stages of programme cycle management and quality standards in humanitarian programming
  • Food Security, Livelihoods and agricultural programming expertise;
  • Experience of working in complex and volatile contexts;
  • Experience of managing staff;
  • Experience in budget management
  • Experience in managing M&E and reporting mechanisms;
  • Strong critical analysis and problem solving skills;
  • Knowledge and experience of best practices in remote management and anti-fraud mechanisms;
  • Knowledge of Alliance2015 consortium members’ policies and practice is an advantage; and
  • Fluent English both spoken and written (Arabic is an advantage).
