Job Description

Roles and Responsibilities
1. Administer Human Resource Services (HRS) policies and procedures related to IRRI ESARO to ensure high quality services
  • Identify the current and future needs of the business unit
  • Proactively design plans and interventions to ensure the unit is equipped to achieve them
  • Proactively update, implement and suggest improvements on existing HRS policies and procedures and benchmark  Human Resource processes and performance metrics to best practices from other organizations   
  • Ensure compliance of HRS policies and procedures with applicable laws and other country-specific rules and regulations
  • Guide and direct the activities of staff and project teams to ensure operational support to HRS  
  • Identify and advise line managers of opportunities for service improvements arising out of  IRRI ESARO
2. Lead the implementation, administration and analysis of IRRI ESARO programs
  • Provide the strategic interface between HRS and line managers to ensure a more effective front line delivery
  • Pre-empt issues and identify and implement possible solutions
  • Proactively provide high level advice and guidance to line managers and on the implementation and interpretation of IRRI ESARO] related policies and procedures
  • Ensure an efficient and effective administration and documentation of  IRRI ESARO plans and programs
3. Lead the effective communication with IRRI employees on issues related to IRRI ESARO
  • Prepare and distribute relevant written information and documentation to employees
  • Design and develop communication tools
  • Organize regular focus group discussions and information sessions to involve and guide supervisors and managers
  • Independently facilitate effective consultation practices (whenever necessary) on matters related to IRRI ESARO to ensure overall high standard service delivery
  • Support staff welfare initiatives
4. Manage and oversee the IRRI ESARO team’s daily delivery of high quality and timely services to all employees of the Institute, while maintaining appropriate levels of confidentiality
  • Manage staff’s requirements, activities and work allocation
  • Provide performance feedback of staff to supervisor and suggest developmental initiatives to optimize productivity and achievement of goals
  • Administer and support the administrative implementation of the performance appraisal process for staff
  • Play an active role in the career management of staff
  • Identify work objectives for staff
  • Assist in the implementation of the staff exit process and contribute to the timely payment of staff exit payments  
5. Generate data and draft reports on issues related IRRI ESARO for the Board of Trustees, the Management Committee, outside organizations, CGIAR Centers and IRRI departments
  • Maintain, encode and update systems and databases including Individual personal files related documents and attendance and leave records
  • Update and maintain personnel database in the One Corporate Systems (OCS)
  • Scan and update supporting documents of staff personnel folder files as part of OCS 
6. Build and maintain relationships with partners and outside stakeholders
  • Liaise and coordinate with internal and external clients on organizational development issues, such as training courses and training applications
  • Bachelor’s Degree in Human Resource Management, Personnel Management or related field; and minimum 7 years relevant work experience; or
  • Master’s Degree in Human Resource Management, Personnel Management or related field and minimum of 5 years relevant work experience

  • Has sound analytical and problem solving ability together with high drive and self motivation
  • Can work independently and provide strategic advice and support to clients
