Project Overview

Pact is recruiting a Monitoring, Evaluation and Learning Manager (MELM) for an upcoming USAID-funded program in Sri Lanka, Increased Demand and Engagement for Accountability (IDEA). The purpose of IDEA is to ensure that Sri Lanka has a vibrant civil society which empowers citizens to advance democratic values of citizen participation and government accountability on a range of governance and reform issues. This program will seek to support civil society advocacy to advance good governance reforms, improve the enabling environment for civil society, and strengthen the organizational capacity and sustainability of civil society organizations (CSOs). IDEA will strengthen the ability of CSOs to constructively engage the public and the government as a key driver of reform in Sri Lanka.

Position Purpose

The MELM is responsible providing overall leadership and oversight for project monitoring, evaluation, and learning (ME&L). S/he will manage the project’s ME&L Plan, develop relevant ME&L tools, and provide technical training and guidance to the project team and partners on relevant ME&L tools and processes. S/he will lead the monitoring of data collection, collation, storage, analysis, and reporting ensuring that data is audit worthy and incorporated into program reports for submission to USAID. This position is contingent upon award.
The MELM will report to the Chief of Party.

Key Responsibilities

  • Lead the development and execution of the final project ME&L Plan.
  • Lead the development of relevant ME&L tools and platforms, and provide ME&L specific technical training, mentoring, and coaching to the project team and partners.
  • Develop strong M&E data collection and analysis systems to ensure that program interventions are effective.
  • Lead and maintain a knowledge management system for the project, across all project components and partners.
  • Contribute to program reports for submission to USAID.
  • Support program staff and senior management to use data to make informed and timely decisions related to program implementation.
  • Perform other duties as assigned.

Basic Requirements

  • Bachelor’s in a relevant field, such as statistics.
  • At least 8 years of experience in monitoring and evaluation of complex democracy and governance related projects.
  • Demonstrated ability in data collection, data analysis, project design, monitoring, and evaluation of development activities.
  • Knowledge of USAID policies and business practices and direct experience managing the monitoring and evaluation of a USAID-funded project
  • Experience developing results frameworks, logical frameworks, or similar tools for project design.
  • Experience developing and/or using performance management plans or similar tools for decision-making and award adaptation.
  • Demonstrated ability to coach and train others in M&E methodologies
  • Creative problem-solving skills.
  • Demonstrated ability to manage and oversee multiple complex tasks simultaneously.
  • Fluency in English.

Preferred Qualifications

  • Experience using knowledge management software or database is desired.
  • Advanced degree in a relevant field.
