Under the direct supervision of the Senior Programme Associate and under the overall supervision of the Head of Tangerang office, closely working with Health Care, Community Liaison Officers, Resource Management, as well as the Community Accountability Coordinator in Jakarta, in implementing the refugee care activities in line with the Programme requirement, and as part of the programme’s strategy to community engagement and increased accountability to affected populations, as well as in line with IOM policies, standards and commitments.

Responsibilities:

  • Provide care, services, and protection for refugees under IOM’s Programme care in compliance with the RCA Operational Guidelines as well as the relevant Organizational procedures and standards including through taking into consideration social, religious and educational/vocational aspects and fully respecting the confidentiality of refugees’ information.
  • Undertake regular visits to refugees as part of the case management to ensure that all care, services and protection are provided to refugees in a timely and efficient manner.
  • Provide tailored services through case management for refugees including implementation of care management for those with additional vulnerabilities; coordinate access to adequate psychological/mental health treatment, including social and clinical counselling services, closely working with the Jakarta programme management team.
  • Act as a focal point for protection,  as well as a care coordinator as part of the care management team also guided by the Jakarta management team on case management including care management.
  • Monitor the provision of agreed facilities and services, report gaps to vendors and other arranged services, document failures and provide timely follow-up, ensuring the provision of services to meet agreed standards and monitor operational expenses based on IOM regulations in coordination with the Resource Management.
  • Promote refugee community engagement and empowerment activities to support resilience and self-agency; as well as to promote social cohesion of the wider local communities through voluntary activity, organizing events, community development activities, capacity building, awareness raising and cultural and sporting events and other activities.
  • Prepare incident reports, letters and support document translation as necessary.
  • Collect and update statistics in a timely manner in RAMS application and support verification of monthly or other reports where needed.
  • Support regular monitoring and evaluation of activities and prepare regular and ad hoc programme reports, updates, briefings and background information; provide timely feedback and advice the supervisor on matters pertaining to the implementation of activities on the ground, including anticipating potential challenges and gaps.
  • Review all the payments to service providers, where relevant, to be correct and necessary, working closely with the Resource Management.
  • Support local transfers in close coordination with Resettlement and Return Movement and Migration Health units in Jakarta, including facilitating arrangements of escorts.
  • Support maintaining positive working relationships with local interlocuters including IDC, Immigration and Police, private sectors, NGOs/CBOs, local representatives and community leaders in the delivery of programme activities and exploring new initiatives.
  • Contribute to knowledge building and sharing on refugee care and relevant activities and developing new initiatives and projects.
  • Perform such other duties as may be assigned.

Education:

  • University Degree in Psychology, Management, Economics, Political, Social Science, International Relations, Development Studies, Migration Studies, Human Rights or Business and Counseling with three years of relevant working experience.
  • Completed High School diploma from an accredited academic institution, with five years of working experienc.
  • Degree in psychology an advantage

Work Experience: 

  • Indonesian National with good knowledge of, and experience in managing programme & operational activities with working experiences in supporting mental health assistance.
  • Has relevant working experience, preferably in project implementation support, training delivery is an advantage.
  • Has experience to coordinate administrative activities.
  • Experience in working on migration management activities, with exposure to Imigrasi processes, as well as beneficiary context.

Languages:

IOM’s official languages are English, French and Spanish.
