Under the overall supervision of the Senior Field and Programmes Coordinator and the direct supervision of the Programme Manager (Displacement Tracking Matrix (DTM)), and in coordination with the Regional DTM Coordinator and the Regional Data Hub, the Project Officer (DTM) will be responsible and accountable for operational and reporting support in the field of gathering and dissemination of displacement related data collected in the field and will support the analysis and reporting writing activities in the DTM Unit in the Aden Sub-Office.

Responsibilities:

  • Support in operational management of the Displacement Tracking Matrix (DTM) Programme in the country by supporting development and adjustment of tools and methodologies in close coordination with and in consultation with partners and other IOM units as required.
  • Supervise field assessment with multi-layered data collection techniques to gather timely information about displacement, population mobility, movement flows and any other source of data required.
  • Regularly monitor, propose, and implement all necessary modifications on relevant operational aspects in the field.
  • Support in supervision of field staff, prepare and organize appropriate trainings for the data collection team on issues related to DTM operations, including data collection methods and procedures on a regular basis, in coordination with the Regional DTM Officer and the Regional Data Hub.
  • Support programme implementation and overall management of the data collection team by conducting   field visits as required. Track progress of field data collections and ensure that deadlines are met.
  • Support the analysis of DTM data in coordination with the Senior Information Management Assistant (DTM/Geographic Information System (GIS)) and provide technical support regarding any inconsistencies to enhance data quality and consistency of high-quality outputs, format DTM programme reports and documents ensuring consistent and attractive designs to facilitate reading of the information shared in accordance with the requirements of humanitarian community and transition/recovery actors.
  • Contribute to the  descriptive data analysis, with the inclusion of GIS, for regular and ad hoc projects.
  • Collect and support the analyze of data from different sources on the operational status of Points of Entry and other relevant mobility data and information.
  • Identify and implement the most appropriate methods for communicating DTM findings in a clear, concise manner by assisting the target audience to understand conditions and needs in areas affected by displacement and/or returns.
  • Liaise with relevant authorities, UN agencies, Non-Governmental Organisation (NGOs), think tank, government authorities and other stakeholders on operational issues relevant to the field activities. Participate at relevant meetings.
  • Contribute in drafting programmatic reports and assisting in the development of other DTM information products, including, but not limited to internal reports, analytical and statistical reports, displacement profiles, infographics, etc.
  • Coordinate the logistics and procurement of DTM materials to facilitate the timel response and support for deployment of DTM missions to the field.
  • Contribute to the capacity-building within the Team, including training of relevant staff, proof-reading works completed by other units, developing training materials for programme staff and temporary workers on DTM tools and methodologies. Identify gaps in staff capacity and areas for improvement in programming.
  • Facilitate the integration of gender perspectives and attention to specific issues of vulnerable groups (women, girls and children) within all DTM activities.
  • Perform such other duties as may be assigned.

Education:

  • Master’s degree in, International Relations, Political Science, Information Management, Computer Science or a related field from an accredited academic institution with two years of relevant professional experience.
  • University degree in the above fields with four years of relevant professional experience.
  • Accredited Universities are those listed in the UNESCO World Higher Education Database.

Work Experience:

  • Experience in humanitarian programmes for data/information management for migrants or  internally displaced persons (IDPs), capacity-building activities, data collection, and assessment operations.
  • Experience in relevant issues such as migration, displacement, and humanitarian assistance an asset. Preferably in conflict situations.
  • Demonstrated ability to maintain confidentiality is mandatory.
  • Experience with international organizations, internation non-governmental organizations (INGO), especially in the Middle East and North Africa (MENA) region is an advantage.
  • Experience in data collection, research, using Geographic Information System (GIS), and report writing.
  • Experience writing technical documents, translating/planning specifications to technical briefs for data capture/analysis, and compiling diverse datasets.
  • Experience in the programming  and knowledge in using visualization tools such as InDesign, Illustrator, Kobo/ODK, PowerBI, and strong computer background, including experience with relational databases, Microsoft Applications, spreadsheets, and word processing.

Skills:

  • Sound and proven understanding of internal and international migration and displacement issues in Yemen and the wider sub-region and its related issues highly desirable.
  • Demonstrated skills of different data collection methodologies.
  • Demonstrated skills in overseeing the implementation of multiple data collection efforts at any given time.

Languages:

  • IOM’s official languages are English, French and Spanish. All staff members are required to be fluent in one of the the three languages.
  • For this position, fluency in English is required (oral and written).
  • Working knowledge of Arabic and/or of another official UN language (Chinese, French, Russian, and Spanish) is an advantage.
  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
