FHI 360 is seeking applications for a Senior Community Activity Manager for the Reaching and AIDS-Free Generation Activity, focused on scaling up antiretroviral therapy (ART) services for people living with HIV (PLHIV) using an integrated, community-based approach. The Senior Community Activity Manager is responsible for various technical components of the Activity aimed at the community level. He or she must ensure that Activity components focused on community involvement are results-oriented with high-quality deliverables. The Senior Community Activity Manager actively participates in technical meetings, maintaining positive relationships with implementing partners who support community health workers, networks, and advocacy groups for people living with HIV/AIDS.

Job Summary / Responsibilities:

  • By working with community structures (local government, civil society organizations, faith based organizations, PLHIV associations, community based organizations (CBOs), etc.:
  • Ensure technical capacity of these community structures are strengthened;
  • Ensure organizational capacity of community structures to achieve program and financial sustainability are strengthened;
  • Have capacity to support the harmonization and standardization of data collection tools for at community level;
  • Be able to provide leadership that can support operations research and special studies including implementation of pilot activities to learn both feasibility and scalability lessons;
  • Provide technical assistance that ensures that the use of results for evidence-based decision making in community programming is improved;
  • Ensure all community health and support systems for service delivery strengthening related results are fully achieved;
  • Ensure strengthened referral and linkage systems between community, facility, and social services
  • Ensure sustainable well-coordinated community prevention, care and treatment services are initiated and/or strengthened;
  • Ensure initiation and/or strengthening of quality community-based comprehensive prevention, care and treatment services;
  • Carry out additional responsibilities and projects as assigned, including administrative and planning functions.


  • A Master’s degree in health management or relevant field with a minimum of 10 years of implementing partner or donor experience;
  • A Bachelor’s degree in health management or relevant field with a minimum of 15 years of health project management experience;
  • At least 2 years of supervisory experience;
  • At least 3 years of experience in health service delivery, community development, capacity building or coordinating with local CSOs, including community-based organizations (CBOs) and faith-based organizations (FBOs); preferably familiar with community-based HIV/AIDS interventions, or otherwise the capacity and motivation to acquire an in-depth knowledge of this field in a short time;
  • Demonstrated ability to effectively train and build capacity of community partners and health providers;
  • Experience in using data for decision-making;
  • Demonstrated ability to work with stakeholders including ministries of health, local health staff, and local officials to implement improvements in health care;
  • Possesses clear communication and coordination skills.
