Position Purpose

Pact is aspiring to be a “fourth sector” entity as such we are pro-actively looking for the Livelihoods and Economic Opportunities (LEO) Senior Director as a “Strategic hire” who will be responsible for providing leadership for Pact’s global livelihoods and economic portfolio and work to create economic for opportunities for vulnerable and marginalized communities with focus to youth and women economic empowerment. The LEO Senior Director liaises with other international organizations on livelihoods, women economic empowerment, micro insurance; small and medium-term enterprise issues, and represents the organization in relevant forums, keeps abreast of new developments in this sector including providing strategic guidance on how to move Pact into the “fourth-sector” and social enterprise space. The incumbent will also provide key input into existing and future Pact’s projects in LEO that includes micro insurance; small and medium-term enterprise related work and coordinates a global “community of practice” made up of professionals from within and outside Pact to help advance the “state of art” of   LEO that includes micro insurance; small and medium-term enterprise at Pact. S/he will be an active member of the Integrated Program Advancement Team, which advises the head of Integrated Program Advancement on a range of issues as well as progresses Pact’s technical expertise.

Key Responsibilities

Promote and Influence (Promoting our work globally to influence the private, public and social sectors) (30 %)

  • Provide strategic leadership for Pact’s LEO work including micro insurance; small and medium-term enterprise, financial inclusion, savings groups, gender, digital finance, food security, household economic strengthening, and youth within the overall parameters of Pact’s global strategy; continuously strengthen and revise Pact’s strategy, standards and policies, focusing on quality and standards to ensure relevance to industry trends and economic changes;
  • Foster innovation of Pact’s tools and approaches in line with or leading global best practices; facilitate learning, documentation, and evidence-based knowledge development in collaboration with Pact’s global team and partners.
  • Play a representational role for Pact in relevant fora and work with field offices to increase their representation in global, regional, and local events.
  • Facilitate a dynamic community of practice of Pact staff worldwide with shared learning while seeking opportunities to build LEO interested staff’s capabilities.

Grow and Diversify: Growing & diversifying our global portfolio integrating the private, public and social sectors (30%)

  • Representation and profiling, building partnerships and maintaining excellent relationships with donors, partners, businesses, and other relevant stakeholders as needed to further Pact’s global livelihoods, economic opportunities, micro insurance; small and medium-term enterprise work.
  • Business development support and imitative across the spectrum of Opportunity Development needs to grow Pact’s LEO portfolio as well as micro insurance; small and medium-term enterprise, ensuring financial sustainability of Pact.
  • Ensure proposals submitted by Pact involving livelihoods and/or economic as well as micro insurance; small and medium-term enterprise opportunities work are technically sound and capitalize upon learning from other parts of Pact and the wider world.
  • Collaboration with all Pact field offices to effectively exploit opportunities for synergy, deliver at scale (including multi-country projects), exchange knowledge and strengthen Pact’s position.

Deliver- Delivering on our promise to global quality and impact via integrated programs (40%)

  • Provide technical direction and assistance for Pact’s work in Livelihoods and Economic Opportunities including financial inclusion, savings groups, gender, digital finance, food security, household economic strengthening, micro insurance; small and medium-term enterprise and youth.
  • Continuously strengthen and revise Pact’s LEO tools and practices, focusing on quality and standards;
  • Provide technical assistance and mentoring to field offices so that they better understand and are better able to meet industry standards and expectations of donors and to keep Pact’s promise, safeguarding Pact’s reputation for technical excellence and assure standards of quality are met.
  • Working with field offices, provide technical oversight and quality assurance of project implementation to ensure the delivery of impact to the satisfaction of key stakeholders and following Pact’s and the donor’s financial standards and monitoring protocols.
  • Support projects by helping with work plans, reports, scopes of work, and MERL as well as other needs as they may arise; share tools and materials from other similar projects within and outside of Pact; recruit, orient and train new program staff; and generally, help the field offices to implement initial project activities.
  • Provide, recommend, or arrange technical assistance upon request, drawing upon Pact’s global resource base as well as external consultants; provide oversight with field offices to ensure implementation impact.
  • Work closely with other Global Technical Directors to ensure integration across sectors and core competencies.

Basic Requirements

SKILLS AND COMPETENCE: Essential (E) or Desirable (D)

  • Educated to master’s level in economics especially health economics; statistics, or other social science, or equivalent experience. (E)
  • At least 15 years of experience working on Livelihoods and Economic Opportunities related projects in a variety of settings(E)
  • An understanding of development issues, microfinance, including knowledge of poverty reduction, sustainability and inequality (E)
  • At least 10 years of experience managing international development projects
  • A track record of high quality research, expertise in two or three development areas, notably women’s empowerment, micro-insurance, small and medium enterprise models and economic development. (E)
  • Expertise in economics, quantitative research methods, and gender and development, with a proven ability to apply gender analysis to economic research and/or undertake research focusing on women’s economics empowerment and/or other Pact Livelihood and Economic opportunities priorities (E)
  • Proven research, writing and analytical skills as well as up-to-date research methods used in publications. (E)
  • Strong communication skills, both spoken and written, to engage authoritatively with policy makers and non-specialized audiences. (E)
  • Proven ability to organize, plan and prioritize work (E)
  • Ability and willingness to follow, plus initiative and ability to work under limited supervision and under pressure (D)
  • Ability to work effectively in a team which includes members at a distance (D)
  • Documented success in raising project funding(E)
  • Experience in effective design of LEO programs(E)
  • Deep knowledge and understanding of major donor’s policies, procedures, or regulations for program implementation(E)
  • Established interpersonal and professional relationships with colleagues in Washington and across the industry within donor agencies, peer organizations and local organization(E)
  • Ability to mentor others and model successful management techniques and approaches;
  • Demonstrated skills in team management and leadership. (E)
  • Demonstrated facilitation and program development skills. (E)
  • Ability to travel frequently, sometimes at short notice. (E)
  • Proficiency in word processing, spreadsheets and database skills.
  • Strong oral and written communication skills.

Preferred Qualifications

  • Ph.D. in relevant discipline preferred
  • Proficiency in at least one other language
  • Publication of relevant journal articles, book chapters, or technical reports
