Crown Agents USA, Inc. (CA-USA) is seeking a Program Manager/Senior Economist for an anticipated USAID IDIQ located in Washington DC.

Located in Washington, DC and incorporated in 1998, Crown Agents USA provides technical assistance and support to clients such as the U.S. Agency for International Development (USAID), Millennium Challenge Corporation (MCC), the U.S. Department of State (DoS), and the U.S. Trade and Development Agency (USTDA).

Project Description

The anticipated IDIQ will serve to support rapid sustainable and equitable economic growth in USAID assisted countries. The IDIQ will enable USAID to provide sound development policy advice and take a lead role in promoting the Public Financial management (PFM) and sectorial policies that foster sustainable economic growth.

Specific Responsibilities

  • The anticipated Program Manager will be the primary liaison between Crown Agents and USAID
  • Provide support for technical leadership and guidance for PFM projects
  • Manage the delivery of the work to budget, specification, and time
  • Monitor progress against the contract, identify issues, and implement corrective actions
  • Identify project risk and mitigation strategies, as needed
  • Ensure projects are compliant with terms and conditions of USAID and CA-USA policies
  • Prepare reports for review by USAID

Qualifications

  • Master’s in Economics or other related fields

  • At least 10 years of professional in international development, expertise in public revenue policy and administration, expenditure policy and management, macroeconomic analysis and structural reform, and other issues of public financial management

  • Technical expertise in policy and capacity building issues with respect to regulatory issues’ including gender equity and leadership

  • Previous project management experience as a project manager responsible for recruitment of technical experts, and supervising for a variety of tasks for PFM projects

  • At least 5 years of senior level experience working in a developing country
