Together with the affected communities we work on the RECOVERY until they can provide to take care of their livelihoods. The work of ZOA is coordinated from Apeldoorn, the Netherlands. From Apeldoorn operates ZOA in fifteen countries in Africa, Middle East Region and Asia. ZOA works approximately with 1000 employees worldwide.

ZOA is looking for a: Senior Programme Manager North (f/m)

In the course of 2016 more than a million people became displaced in Afghanistan. About half of them were fleeing the fighting in several provinces between government forces and either the Taliban or Islamic State. The other half were Afghan returnees coming from Pakistan due to the harassment by governmental agents there.

Besides these two groups there are still disaster IDPs, such as the families that lost their houses to the riverbank erosion of the Amu Darya, the main river in the north. ZOA is assisting the different types of displaced people and we see signs of hope throughout our projects. ZOA’s program in North assists IDP and Returnee families through shelter assistance and WASH projects. Longer term interventions are helping women through Women Self Help Groups, and women who are in the Sheberghan and Sar-e Pul prison.

Your challenge

The Programme Manager is responsible for the realisation of project and programmatic goals within the organisational setting determined by internal and external preconditions in a specific ZOA country region.

Your main tasks and responsibilities

Overall leadership and integral management responsibility of the ZOA organisation in a specific programme in a country of operation.

Leadership and management

  • Responsible for all ZOA activities within programme area (North);
  • Gender and conflict sensitive approach to team management and project activities under her/his responsibility.

Programme Management

  • Annual planning for the programme area, with the corresponding annual programme area budget, as an input to the Country Annual Plan (CAP);
  • Project Cycle management, including needs assessments, formulation of concept notes and proposals and budget;
  • Reporting - monthly and quarterly activity and financial reporting, including realization of activities versus budget utilisation; (Providing input to) narrative and financial donor reporting.

HR/admin/finance

  • Budget owner for projects implemented in programme area;
  • Human Resource Management (at individual- and team level) for programme staff;
  • Supervision and periodical evaluation of the performance of the members of the Programme Team.

Security

  • Ensures the design and maintenance of an effective security management system at program level, in compliance with ZOA’s over-all security policy and procedures, and the monitoring of compliance to that system by staff and other relevant persons for whom the PGM holds security responsibility.

In the performance and as a member of the Country Management Team, the PGM balances the interests of Programme area, the country organization as a whole and of all stakeholders involved.

The Programme manager is accountable to the Country Director of the programme country.

Your profile

Identity: The candidate is expected to fully support the vision and mission of ZOA.

Knowledge & Experience:

  • Bachelor or Master degree in a humanitarian, development or other relevant field;
  • Three to five years field experience in a development country;
  • Senior management experience;
  • Good spoken and written command of English.

Skills:
