Under the direct supervision of Head of Programmes, and working in close coordination with the National Resettlement and Complementary Pathways Officer, the Senior Project Associate (RMM Monitoring and Compliance) will support monitoring the effectiveness of UK Resettlement and Complementary Pathways Programmes and contribute to compliance with relevant programmatic and organizational frameworks.

Responsibilities:

  • In close coordination with the Head of Programmes and National Resettlement and Complementary Pathways Officer, support monitoring and compliance activities, including monitoring of projects, contributing to programme integrity by reviewing programme effectiveness and compliance with programmatic and organizational policies, requirements, Standard Operating Procedures (SoPs) and guidelines in the UK resettlement projects. Contribute to strengthening fraud and misconduct mitigating and preventive measures. 
  • Support the use and adaptation of data collection tools activities pertaining to implementing and monitoring compliance with relevant programme requirements and safeguarding programme integrity. Contribute to the implementation of Collaboration and Monitoring System exercises, surveys, focus group discussions, observations and assessments as required by and beneficial to the UK programmes, aligning with APP and RMM standards for Complaints and Feedback Mechanism (CFM) and institutional data protection policies. 
  • Maintain confidentiality and integrity of all project documentation and beneficiary information in line with SOPs, IOM Standards of Conduct and data protection rules, and report any violations. Maintain internal incident logs, review lessons learnt and suggest measures preventing future incidents.
  • Support the quality of data management by checking accurate collection, entry, maintenance, safeguarding, and reporting of data related to UK programme compliance with RMM and organizational policies, requirements, and guidelines.   
  • Carry out monitoring of UK Resettlement and Complimentary Pathways Programmes as designated by the Head of Programmes and National Resettlement and Complementary Pathways Officer. Conduct field visits and remote activities to review compliance against UK donor regulations, UK programmes’ requirements, RMM guidelines, SOPs, and to assess field sites’ efficiency and effectiveness in achieving programme and organization objectives. Prepare all necessary reports, including recommendations for follow-up actions. Support coordination of UK Resettlement MEAL activities and use of tools with relevant Country Offices, and relevant Headquarters (HQ) units. Carry out compliance spot checks and prepare monitoring reports to contribute to evidence-based decision making and corrective measures where needed. 
  • Support activities pertaining to increasing staff’s knowledge of programmatic and organizational policies, requirements, and guidelines through regular information sharing, responding to staff questions, and assisting with the preparation of materials and sessions to address gaps in UK programme implementation. 
  • In coordination with the relevant RMM Managers, the regional hubs, Head of Programmes, and RMM HQ, contribute to the development and implementation of plans to support compliance with programmatic, RMM, and organizational policies, requirements, and guidelines. Assist the Head of Programmes and relevant Project Managers in following up on compliance-related issues in the UK programmes. 
  • Support the organisation, coordination and maintenance of detailed records of documents and activities pertaining to compliance with programmatic and organizational frameworks in UK programmes. Support reporting pertaining to compliance of Country Offices implementing UK programmes to IOM UK and RMM HQ. Collaborate with relevant units and staff to document best practices, after action reviews, and key achievements, supporting knowledge management and visibility of the UK Resettlement Programmes. 
  • Facilitate observations of the UK Resettlement and Complementary Pathways activities in the Country Offices. Analise and report results to the Head of Programmes to support decision making about capacity building needs and required changes in the procedures relevant to UK programmes. 
  • Support the IOM UK management team with KPIs data analysis, performance monitoring, and preparation of performance meetings for donors. Assist with contract management process for the UK Resettlement Programmes, including responding to market engagement and donor queries. Participate in external coordination meetings or donor meetings in a supportive role, providing information or updates as requested.
  • In collaboration with RMM Oversight Officer, contribute to strengthening monitoring and evaluation processes and reporting, including identifying key performance indicators and parameters for monitoring UK resettlement programme performance.  Support preparation and updating of knowledge management systems, guidelines, technical tools, programme SOPs and standards for UK Resettlement Programmes in coordination with the relevant programme manager and RMM HQ.
  • Apply RMM Protection Mainstreaming Minimum Standards while carrying out monitoring duties and responsibilities and demonstrate the ability to remain professional, impartial and unbiased during all interactions with migrants and colleagues per the IOM Standards of Conduct and instruction on the prevention of sexual exploitation and abuse (PSEA).  Alert the supervisor or management of any issues of non-compliance to SOPs, RMM Protection Mainstreaming Minimum Standards or IOM Standards of Conduct by IOM personnel or partners.
  • Undertake duty travel as needed to participate in meetings, monitoring visits, trainings and other programme activities.
  • Perform such other related duties as may be assigned.

Education:

  • Bachelor’s degree in social science, International Relations, Migration Studies, International Development or a related field from an accredited academic institution with five years of work experience.
  • High school diploma with seven years of relevant working experience.
  • Accredited Universities are those listed in the UNESCO World Higher Education Database.

 Work Experience:

  • Relevant experience in supporting projects and coordinating activities, including the provision of remote support to project teams in overseas locations; experience related to resettlement and family reunion is an advantage.
  • Experience with project support functions, including monitoring and evaluation, data collection and analysis, and activity-based budgets.
  • Experience engaging with a range of stakeholders, including donors, government officials and partners.
  • Excellent analytical and critical thinking skills, with experience of contributing to project monitoring, compliance reporting, and participation in coordination meetings.
  • Experience in such areas as migrant assistance, refugee resettlement, research, monitoring and evaluation, data collection and analysis, or education sector.
  • Work experience in IOM or other UN agency is a strong advantage. 

Skills:

  • Good quantitative and qualitative data analysis skills.
  • Strong interpersonal and communication skills, and ability to support collaborative working relationships.
  • Experience with monitoring methods, techniques and tools.
  • Experience with RMM programmes or projects.
  • Knowledge of RMM Frameworks and various activities in the context of RMM operations.
  • Attention to detail and ability to organise.
  • Self-motivated, objective driven and able to use own initiative and work under pressure with minimum supervision.
  • Ability to meet deadlines.
  • Computer/software literate with good knowledge in Microsoft Office.

Languages:

  •  IOM’s official languages are English, French and Spanish.
  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
