UN-Habitat envisions well-planned, well-governed and efficient cities and towns, with adequate housing, infrastructure and universal access to employment and basic services such as water, energy, and sanitation.   The Urban Practices Branch (UPB) is the tools and methodology production center of the UN-Habitat that develops normative guidance and cutting-edge tools through communities of urban practices and is the operational level responsible to undertake technical cooperation projects, such as the construction of water and sanitation facilities, shelter and other work.

Responsibilities:

  • The consultant will work under the overall supervision of the Programme Lead on Finance and Economy and collaborate closely with the Finance and Economy team within PFES. Day-to-day reporting will be to the Team Lead on Finance and Economy. 
  • Supporting the development of the Fiscal Space Performance and Monitoring Dashboard, a digital tool designed to track and visualize key fiscal health indicators—such as liquidity, solvency, and revenue collection efficiency—across cities in Africa.       
  • Collaborating with the Finance and Economy team to translate conceptual and technical requirements into functional dashboard components, ensuring usability and relevance for policy and planning purposes.       
  • Leading on the design, development, and iterative improvement of web-based applications or tools related to local public finance, including internal tools under development by the section.       
  • Conducting scoping, coding, testing, and documentation activities for digital solutions in support of UN-Habitat’s work on municipal finance, revenue performance, and fiscal space analysis.       
  • Supporting quality assurance processes through technical reviews, bug resolution, and optimization of dashboard features, ensuring functionality, responsiveness, and ease of use.       
  • Preparing technical and user documentation, including system notes, handover materials, and user guidance for both internal use and external partners.       
  • Participating in regular coordination meetings with project stakeholders, providing technical advice on dashboard design, and supporting live demonstrations or presentations when required.

Requirements:

  • A university degree (Bachelor's or higher) in Computer Science, Software Engineering, Information Systems or a related field is required. 
  • Minimum 4 years of experience in full-stack software development is required, with proven ability to build and maintain scalable web applications, strong front-end skills using frameworks like React, Vue, or Angular forinteractive dashboards and experience with back-end technologies (e.g., Node.js, .NET Core, or Python/Django), API design, data visualization tools (e.g., D3.js, Chart.js, Plotly), and database management (e.g., PostgreSQL, MySQL, MongoDB) is required.
  • Written and verbal fluency in English is required.
