Job Description

Consultant to support and monitor CTA with focus on Supportive supervision of Maternal and child deaths data at State level- State Data Analyst - 1 position
 

1. BACKGROUND

 
Jharkhand is one of the States prioritized by GOI for implementing the Call to Action initiative. A brief review of the existing health indicators of the State suggests that through the State has progressed across various thematic areas a lot remains to be achieved with wide inter-district variations often compromising the gains made.
 
The Infant Mortality Rate (IMR) of the State is 34 per 1000 live births (Sample Registration System (SRS 2014) and Neonatal Mortality Rate[1] (NMR) is 25 per 1000 live births. This is lower than the National average of 39 for IMR (SRS 2014) and 26 for NMR (SRS 2014). On the other hand Maternal Mortality Ratio (MMR) is 208 as per SRS 2014 and TFR[2] 2.7 as per SRS 2013 which are much higher than the National average of 167 for MMR (SRS 2014)
 
Shortage of manpower and weak monitoring and evaluation structure are perennial issues in the state of Jharkhand. Therefore it is necessary to support state in these areas to achieve expected results and improve the overall quality of maternal and child health services.

Technical Assistance for CTA for Planning and Budgeting, Monitoring, Supportive supervision, Capacity Building of Government and State/ District monitors on RMNCH+A thematic areas and tools, Monitoring and tracking progress under CTA in UNICEF supported HPDs through quarterly CTA score card

To support in improving the monitoring and information system

4.   OBJECTIVES

The State Data Analyst will provide technical assistance for development of analytical tools, data compilation, analysis and report preparation for maternal and child health. State Data Analyst also manage data as a resource that is valuable to the project. Create a structure for all the data pertaining to maternal and child health and then organize this data in a way that is efficient to store, secured and easy to retrieve for reports and analysis for quality decision making. State data analyst will also coordinate with state and districts for effective and timely use of data.

7. Major Tasks to be Accomplished

  • Analytical tools for WASH in health facility and model labour rooms developed
  • Analytical tools for Skill birth attendant, Routine Immunization, Village health and nutrition days developed
  • Strengthening reporting system of Maternal/ Child Death Review (both from community and facility) in district and state
  • Analysis of various data  and  preparation of district and state level report for key action
  • User friendly tool for follow up of high risk new-borns developed
  • Final report on various UNICEF supported supportive supervision activities
  • Coordinate with districts  to facilitate timely  and quality reporting , analysis and providing feedback 
  • Attend district / state level review meeting and share key findings for key action
  • Pinpoint trends, correlations and patterns in complicated data sets and evaluate data to develop useful and insightful information from a variety of data sources.
  • Provide support in roll out in new integrated RCH Registers, support capacity building of RCH functionaries in adoption and use of new RCH portal
  • Prepare daily/ weekly progress reports, compile monthly/quarterly reports and other necessary reports
  • Perform other relevant duties as required by the Supervisor, as and when required

10. Qualifications and COMPETENCIES:
 

Required qualification:

  • Post-graduation degree- Public Health/ Statistics/ Social Science
  • Minimum 10 years of experience in MIS, Data management and analysis of large dataset of Maternal and Child Health (MCH), Maternal Death Review (MDR) and Child Death Review (CDR)
  • Experience in analytical tools (MS Excel, MS Access, SPSS, Devinfo), knowledge of data analysis methodology, use of presentation software.
  • Efficient to develop user friendly data entry and analysis tool in Excel/ Access/ Devinfo
  • Experience of coordination of evaluation survey, sampling methodology, report writing
  • Good experience of work with National Health Mission, Supportive Supervision Mechanism
  • 4-5 years’ experience of working with UN agencies, or international organizations
  • Good analytical, presentation skill
  • Good negotiation and communication (oral and written) skills
