As consultant to multilateral and bilateral funded projects managing responsibility as team leader, technical expert, and advisor; one has worked on large development programs and projects for donors, governments, and corporates; in South Asia as also China and Philippines. Having worked in varying geographies representing human, natural resource, climate, and ideological diversity; one has addressed planning and execution needs for urban, rural, dry land, and mountain contexts.
Thematic Experience: Addressed needs of poverty alleviation, natural resource management, and rural development covering:
· Livelihoods (focus on agriculture, forestry, and handicrafts) – policy, planning, implementation, climate change, food security, markets
· Community development – institution development, capacity strengthening, gender, linked development needs of health, nutrition, and education
· Microfinance – SHG formation, group management, financial literacy, group management discipline, linkage to livelihoods and personal security needs
· International Cooperation – Engaged in the role of a capacity building professional to strengthen capacities of functionaries involved with international cooperation.
Responsibilities Handled: Contributed to programs of Donors, Corporates, Central, State, and Local Governments; Planning Bodies; State Depts.; and technical or research institutions such as those forming part of CGIAR and ICAR. Selective listing of assignments shared below (see listing attached as annexure):
Policy – (i) 7 North East states bamboo development regional policy workshop for Planning Commission, (ii) Indian Perspective relevant to Conservation Agriculture at World Congress on Conservation Agriculture
Project Scoping and Formulation – (i) $ 149 mn. UNIFAD project on Integrated Livelihood Support for state of Uttarakhand, (ii) $25 mn. Tata Centenary CSR Project for Tata Steel Ltd. covering 3 blocks in Jharkhand, Orissa & Chattisgarh
Implementation Support – (i) Marketing support to MAVIM executing IFAD supported Tejaswini livelihood project in Maharashtra’s 33 districts covering over 800,000 women through 65,000+ SHGs, (ii) Implementation support for Livestock, Agriculture, NTFP, and medicinal plants sectors for the UNIFAD funded Western Upland Poverty Alleviation Project in Nepal
Review, Appraisal and Evaluation – (i) Review & strategy development of Vegetable Value Chain Programme to upscale production in 6 districts of Bhutan linking to organised market system within Bhutan & India, (ii) Evaluation of two projects of UN Common Fund for Commodities (UNCFC) in Bangladesh and India, on developing jute’s utilisation in pulp & paper, and geo-textile applications executed by International Jute Study Group, Dhaka.
Research – (i) Collaborative research study with Colgate University, NY on intra-household decision making conducted as a global initiative to establish spending decision priorities of individual spouses, (ii) Japan External Trade Organisation (JETRO) cross sector study to establish engagement potential for Japanese companies to deliver products to “Base of Pyramid” farmers in the agriculture domain in India.
Institutional – Formed, incubated and supported networks and various forms of not-for-profit institutions promoted for donor, government, and CSR programs/projects; engaging with international partners, policy makers in government, grassroots functionaries, and community organisations. These helped meet needs of program/ project implementation, knowledge sharing, or for market engagement.
Capacity Development – GIZ resource to develop and deliver the “Action Learning and Exposure Programme for Key Actors in Bilateral Cooperation” to be run for 3 years for officers of the Department of Economic Affairs (DEA), Ministry of Finance, Govt. of India.
Documentation – (i) Impact analysis and documentation of 50 UNDP-GEF funded projects carried out for Centre for Environment Education, handling the Small Grant Program in India, (ii) Managing UNDP-MoEF consultative workshop process and documentation of proceedings of the National Workshop to discuss draft of India’s Fourth National Report to the Convention on Biological Diversity.
I have concurrently managed a not-for-profit NGO SocietySTADD in a voluntary capacity as Secretary & CEO (www.stadd.org) that has contributed to areas of conservation agriculture and rural development over the last decade. This period has also seen my involvement in academics as a Professor of Agricultural Ecology and of AgriBusiness for a PGMBA course in Sustainable Development at BIMTECH, Greater NOIDA.
