As Executive Director of Real World Productions, Mr. Leigh has over 25 years of experience in program design and implementation, management and monitoring and evaluation for a wide-variety of education and training programs in multiple developing countries and for various donors. In 2015 for Management Systems International (MSI) led the evaluation of the Wings To Fly secondary school scholarship program funded by USAID-Kenya. As Evaluation Team Leader in 2013 for MSI Mr. Leigh led the evaluation of USAID’s Teacher Education and Professional Development project in Kenya. As Evaluation Team Leader in 2012 for MSI, Stuart cled the evaluation of USAID’s major basic education effort in Southern Sudan, the Southern Sudan Interactive Radio Instruction (SSIRI) Project. In 2010, he acted as the Senior Technical Specialist for the final evaluation of the USAID-funded Technology Tools for Teaching and Training (T4) Project in India, during which he assessed applied educational radio, video, and computer-based systems and their impacts. In 2009 for the Aguirre Division of JBS International he was Senior Technical Specialist evaluating the USAID-funded Tikwere interactive radio instruction project in Malawi serving over 5000 schools. From 2004-2008, through his company, Real World Productions, he created the Public-Private (GDA) “Real World Alliance” in the Philippines, and was Chief of Party leading its Improving English Language Teaching and Learning in Mindanao (IELTLM) project. This project trained teachers and students in over 1000 classrooms in conflict affected areas of Mindanao using Real World English: Tuning in to Language and Culture multi-media resources. Using audio, print and radio, this project has been used in over 500 schools, universities, community learning centers.
