Call for Proposals Strengthening Resilience, Disaster Risk Reduction, and Post-Disaster Recovery

With the financial support of the European Union and in partnership with the Ministry of Interior (Sector for Emergency Management) and the Ministry of Public Investment, the United Nations Development Programme (UNDP) announces a call for proposals for small-scale projects aimed at strengthening resilience, reducing disaster risk, and recovering after natural and other disasters in the territory of the Republic of Serbia.

Civil society organisations registered in the Republic of Serbia that are active in the field of disaster risk reduction, civil protection, and recovery after natural and other disasters or in related areas can apply for this call.

Thematic Areas

To contribute to reducing vulnerability to disasters and increasing the resilience of the Republic of Serbia to climate change, proposed projects are expected to have a measurable positive impact on at least three of the following thematic areas:

  • Strengthening the civil society network for disaster risk reduction,
  • Raising awareness and citizen participation in disaster risk reduction activities,
  • Citizen participation in decision-making processes related to disaster resilience,
  • Innovative disaster risk reduction practises, including recovery after natural and other disasters,
  • Mitigating the impact of disasters on vulnerable and marginalised groups,
  • Better preparedness for emergencies and establishing sustainable mechanisms for emergency response,
  • Community mobilisation and citizen involvement in collaboration with disaster risk reduction and response system entities,
  • Sustainable dialogue and partnership between the public and civil sectors in risk management,
  • Creating a mechanism to respond to specific needs related to the vulnerability of the local community.

Funding Information

  • The individual grant value may not exceed USD 15,000 per project proposal.
  • The duration of the projects cannot be less than 3 months or longer than 5 months from the signing of the contract, but not later than May 30, 2024, when is the end of the implementation.

Eligibility Criteria

  • The applicants of the project proposal can be all civil society organizations (CSOs) that deal with and have experience in the sector of disaster risk reduction, civil protection and reconstruction after natural and other disasters or other related fields.
  • The applicant of the project proposal can apply independently or in partnership with relevant institutions or organizations. Other non-governmental organizations, cooperatives, private companies, scientific research institutes, as well as state institutions, local self-governments and public companies can be partners in the project.
  • In the case of a partnership, it is necessary to submit the data of the partner institutions or organizations. In the case of a partnership, it is necessary to submit a cooperation agreement as part of the competition application, signed and stamped by the partner parties in the project, where the activities and responsibilities of each partner are clearly defined. Keep in mind that in the case of a partnership, the CSO must be the main proposer who will also be the recipient of the grant.
  • The main applicant must be registered in the Republic of Serbia, while partner organizations and/or institutions in the consortium (if any) can be registered both in Serbia and abroad.
