The United Nations Development Programme (UNDP) kindly request you to submit your Proposals for “We are Able Project”: Awareness raising and capacity building for private sector on inclusive employment of persons with disabilities.

UNDP in Thailand partners with the Royal Thai Government, civil society organizations, the private sector, and the public to find solutions to persistent development challenges in Thailand. UNDP in Thailand is implementing various projects to advance the 2030 agenda for Sustainable Development in Thailand. Persons with Disabilities (PwDs) are one of the most vulnerable groups which UNDP Thailand commits to promote their rights and inclusion in the 2022- 2026 Country Programme.

The objectives of this assignment are to raise awareness and understanding as well as to build the capacity of the private sector on the different and full time employment opportunities for youth with disabilities, and ultimately the increase in the hiring of young PWDs by the private companies who have engaged with the project. Types of disabilities, reasonable accommodation for PwDs and creating an inclusive workplace. This will be done through the organization of an interactive and engaging workshop. The institution or organization is also expected to provide technical guidance, throughout the employment process, to companies that are eager to employ PwDs. At the end of this project, UNDP hopes to see more internship and full time employment opportunities for youth with disabilities, and ultimately the increase in the hiring of young PWDs by the private companies who have engaged with the project.

Scope of work

Under the overall guidance of the Deputy Resident Representative of UNDP Thailand and under close supervision of the Disability Inclusion Team and the Accelarator Lab of UNDP Thailand, the contractor will be responsible for:

Organize a two-day workshop to raise awareness and build the capacity of approximately 30-35 participants from at least 20 private companies on inclusive employment of PWDs. The modality of the workshop will be a combination of lectures, panel discussions, group works, empathy activities, etc. The training contents will include, but not limited to:

  • Values/benefits of hiring persons with disabilities;
  • 7 types of disabilities, skills and challenges of persons with different types of disabilities;
  • Decent job and working conditions for persons with different types of disabilities, assistive tools/devices, reasonable accommodation;
  • Policies and procedures to ensure inclusive recruitment practices and an inclusive work environment;
  • Sharing of best practices of employing persons with disabilities from successful companies together with Q&A session; and
  • Development of a recruitment plan / job descriptions which can attract candidates with disabilities.
  • Follow up with participating companies and provide technical guidance on the practical steps to employ persons with disabilities under section 33 of the Persons with Disabilities Empowerment Act for two months after the training. Also, encourage the companies to open internship opportunities for persons with disabilities.
  • Organize a one-day on-site job fair for persons with disabilities, bringing together private companies and young PWD job seekers. The companies and PWD job seekers joining will be those who participated in the workshops and trainings organized by UNDP under this project.

Ensure effective implementation, including:

  • Support UNDP in selecting participants for the training and the job fair, including developing communication materials, application templates, and criteria for selection;
  • Design a training activities/contents to raise awareness and build participants’ capacity on inclusive employment;
  • Provide qualified trainers/facilitators who have technical knowledge and good understanding of inclusive employment of persons with different disabilities;
  • Provide venues for the training and the job fair and cover the costs of all meals, coffee breaks, night accommodations for all participants and organizing teams/volunteers;
  • Conduct evaluations after the organization of the training and the job fair to assess participants’ level of satisfaction and gain feedback;

Eligibility Criteria

  • Institutional capacity
  • The contractor shall demonstrate its well-established institutional body with past engagements indicating its ability and responsibility to deliver results. This assignment requires a sound level of understanding about persons with different disability types, their employment situations, the challenges they face, and ways to promote inclusive employment. Equally important, the contractor must have extensive experience in raising awareness on employment of PwDs and have worked closely with the private sector.
  • At least 3 years of proven experience in promoting the quality of life of persons with disabilities;
  • At least 3 years of proven experience in working with the private sector to promote the employment of people with different types of disabilities, especially in youth.
  • At least 1 years of proven experience organize training/workshop to raise awareness of people toward persons with disabilities.
  • The organization that works with and/or for vulnerable groups, namely persons with disabilities, LGBTI people, and ethnic minorities, is encouraged to submit a proposal.
  • Social Impact Organization is strongly encouraged to submit proposals.
  • Capacity of team members
  • The team members who are assigned to this assignment shall demonstrate the relevant qualifications and experiences required to deliver quality results of this assignment. Team composition minimum requirement:
  • 1 team leader.
  • 1 team coordinator &
  • 2 Trainers
  • Team Leader/Contract Manager (1 staff)
  • At least a Bachelor’s degree in Social Sciences, Psychology, Business, Social Administration or related fields;
  • At least 3 years of proven experience working in the field of employment of PwDs, working with the private sector, empowering and assisting PwDs to access employment, or managing projects to promote employment of PwDs;
  • Excellent communication and interpersonal skills, with experience working in a multi-cultural environment; and
  • High level of language proficiency in both spoken and written English and Thai is required.
  • Team Coordinator (1 staff)
  • At least a Bachelor’s degree in Social Sciences, Psychology, Business, Social Administration or any other fields;
  • At least 2 years of experience in coordinating especially with private sectors and persons with different disabilities;
  • At least 2 years of experience in providing administrative / logistic support to a project; and
  • Excellent communication and interpersonal skills and experience working in a multi-cultural environment
  • Trainer (Minimum 2 staff)
  • At least a Bachelor’s degree in Social Sciences, Psychology, Business, Social Administration or related fields;
  • At least 2 years of relevant professional experience in training/facilitating workshop, raising awareness and building people’s capacity on disability inclusion;
  • Extensive experience in working with and empowering persons with disabilities; and
  • Excellent communication and interpersonal skills, with experience working effectively in a multi-cultural environment.
