The Consultant will provide technical supports to UN Women’s programme and events on climate change and disaster risk reduction, gender mainstreaming in community based disaster risk management and also the emergency response to the current drought situation.
The consultant will also support in advocacy, resource mobilization and give technical support as required.
SCOPE OF WORK AND SPECIFIC TASKS
Project Implementation and Results-Based Management:
Support implementation of UN Women’s drought response project within the humanitarian response and recovery context in Viet Nam through analysing progress on achievement of the objectives and results, proposing adjustments and solutions where necessary.
Work closely with the Viet Nam Women’s Union, Disaster Management Center to ensure timely delivery and effective implementation of activities as planned in the project annual work plans.
Provide technical support the end line survey (KAP) of the project implemented by the Women’s Union, including the design, consultation process, drafting the report.
Support the management of the final evaluation of the project on gender, climate change and disaster risk reduction.
Capture lessons learnt to further guide formulation of future programmes on gender mainstreaming climate change and disaster risk reduction.
Assist UN Women team in preparing draft final programme reports.
Technical support and Advocacy on climate change and disaster risk reduction:
Technically support the policy events on gender, climate change and disaster risk reduction in Viet Nam; including the agenda design and identify speakers and relevant stakeholders.
In coordination with UN Women Regional Office, support the Government on preparation for intergovernmental meeting on disaster risk reduction in November 2016, including the agenda for
site event of the government of Viet Nam and inputs for the talking points of the government at the conference.
Provide written inputs to the Women’s Union on developing action plan on climate change and disaster risk reduction.
Participate in relevant meetings with UN Disaster Management Team, government and UN humanitarian working groups / task forces to ensure that the UN Women programme is well coordinated within the One UN, and to develop strategic partnerships.
Work closely with UN Women Communications Consultant to ensure case stories for humanitarian programme are developed for communication materials.
Develop a policy document on gender, climate change and disaster risk reduction.
Develop concept notes and project proposals for resource mobilization on gender, climate change and disaster risk reduction and resilience.
MINIMUM REQUIRED QUALIFICATIONS
Candidates who meet the following criteria should apply.
At least a master’s degree, preferably in the field of international development, disaster management, climate change or related subjects
At least 5 years of experience in the development sector on programmes or projects on climate change and disaster risk reduction
Experience in results based management, monitoring and evaluation of development projects
Experience working on gender equality issues in climate change and disaster risk reduction projects
Experience working in Viet Nam
Previous experience with UN Women highly desired
Strong writing skills in English
