Karnataka Renewable Energy Development Limited (“KREDL”) incorporated under the Companies Act, 1956 is a nodal agency of the Government of Karnataka (“GoK”) to facilitate the development of renewable energy in Karnataka. KREDL processes all applications received for setting up of renewable energy generating plants and based on the recommendation, GoK approves and grants rights to such independent power producers to set up their generation plants in Karnataka. Subsequently, KREDL also monitors progress of various renewable energy projects in Karnataka.

About the Proposal

KREDL intends to set up a Skill Development Centre at KREDL building, Nagarabhavi, Bengaluru. The objective of Skill Development Programme of KREDL is to develop the skills to youth, considering the opportunities for employment in the growing Solar & Wind Energy sector for installation/operation & maintenance.

 Skill Development training program of KREDL aims to impart training to 10th pass with ITI/Diploma candidates in the following job roles of Solar & Wind sector as per Qualification packs specified in Skill Council for Green Jobs (SCGJ):

Solar Energy:

  • Solar PV Installer (Suryamitra)
  • Solar PV Structural Asst. Design Engineer

Wind Energy:

  • Project Assistant Planner-Wind power plant
  • O & M Electrical & Instrumentation Technician- Wind power plant

Preferable Qualification for the candidates to enroll for the Skill Development program of KREDL: The candidate should be 10th pass with ITI/Diploma (Electrical, Electronics, Civil, Mechanical, Fitter, Instrumentation, Welder) and age not below 18 years and not above 35years. The trainee should have certificate of ITI or diploma in any branch of Electrical/Mechanical/Electronics/Civil. Experience in certified electrician may also be preferred. Candidates who are trained under the training programme of National Institute of Solar Energy (NISE)/National Institute of Wind Energy (NIWE) or any training institutes funded by NISE/State or Central Govt. for the job roles specified in 1.2 shall not be eligible under this skill development program of KREDL. Candidates with higher qualifications like degree in any discipline or higher are strictly not eligible.

Assessment: At the end of the course, assessment shall be carried out through third party agency as per directions of NSDC/KSDC (National Skill Development Corporation/Karnataka Skill Development Corporation) and certificates shall be issued by Skill Council of Green Jobs for successful candidates.

Scope of work

KREDL Invites response document to this Expression of Interest for the selection of Project Management Consultant for imparting training to SSLC+ITI/Diploma candidates under “Skill Development Progamme”(Non-Residential Training Programme) of KREDL as per qualification packs of SCGJ for below job roles.

Solar Energy:

  • Solar PV Installer (Suryamitra)
  • Solar PV Structural Asst. Design Engineer

Wind Energy:

  • Project Assistant Planner-Wind power plant
  • O & M Electrical & Instrumentation Technician- Wind power plant

The continuity of Project Management Consultant in the second year shall be based on the review of performance of PMC for the 1st year from the date of issue of letter of Work award. KREDL reserves the right to continue or discontinue the Skill development programme in the subsequent years.

Roles and responsibilities of the PMC (Project Management Consultant)

  • To enroll the SSLC+ITI/Diploma candidates (Electrical, Electronics, Civil, Mechanical, Fitter, Instrumentation, Welder) for the Skill development program duly verifying the necessary documents ITI/Diploma certificates, Aadhar card
  • To verify that the candidates have not obtained similar training program before which are funded by NISE/NIWE/Govt. organizations
  • PMC should conduct Skill development program to the candidates at KREDL building, Nagarabhavi, Bengaluru with available classroom & lab facilities
  • To undertake skill development program to a batch of 30 number of candidates in job roles mentioned in 2.1 through a SCGJ certified trainer.
  • Skill development programs with one job role in solar sector & one job role in wind sector as listed in 2.1 may be conducted at a time. However, based upon the demand for the skill development program and available infrastructure of KREDL, the skill development program for job roles more than one in solar and wind may be undertaken in consultation with KREDL.
  • The PMC shall be responsible for assigning certified trainers for conducting theory class & laboratory technicians for laboratory sessions.
  • The PMC shall appoint a Manager/Co-ordinator for arranging, overseeing the day to day activities of skill development program at KREDL and report to the Managing Director, KREDL or AGM, Skill Development about the plan of action and monthly progress has to be submitted. The Manager/Co-ordinator must be available in KREDL office on all the working days during the entire period of contract from the signing of agreement with KREDL. If there is no proper response/reporting of progress to KREDL from the PMC or its Manager/Co-ordinator during the contract period, KREDL at its discretion may cancel the work award at any point of time without assigning any reasons and forfeit the EMD. Further KREDL shall engage other agency for the skill development program.
  • The PMC shall arrange for site visits to the candidates at its cost as a part of the skill development program.
  • The PMC shall be responsible for safety of the candidates during site visits and also at training program in KREDL building premises.
  • The PMC shall ensure smooth functioning of skill development programs in KREDL building premises and site visits. The candidates have to be monitored by PMC in KREDL building premises so that the working atmosphere of KREDL office shall not be disturbed.
  • Assessment of the trained candidates should be carried out by the PMC through third party assessment agency duly paying necessary fees as per prevailing rules of KSDC/NSDC for the assessment of the candidates.
  • PMC must pursue with necessary authorities for obtaining SCGJ certificates to the successful candidates
  • Tool kits shall be provided as per requirement for respective job roles for skill development program
  • Different type of PV facility must be made available for training like Fixed, Seasonal Tilt, Horizontal axis Tracker & Dual axis Tracker for training the candidates in solar PV job role training sessions
  • Various type of Module like Thin Film, Crystalline and Bifacial to be displayed to the candidates during the SDP program for respective job roles as per requirement.

Eligibility Criteria

The PMC will be considered based on the following

  • The PMC must be a registered legal entity in India which must be in operations for 3 years or more as on 01st April, 2022.
  • The PMC must have an average yearly turnover of Rs 25.00 Lakh in skill development activities for last 3 years as on 31st March, 2021.
  • PMC must have Certified trainers in the job roles mentioned in 2.1 with Skill Council for Green Jobs as on 31st March, 2022.
  • The PMC should have experience in imparting trainings in renewable energy preferably in Solar/Wind Energy. PMC should have trained at least 50 students in past three years in solar & wind skills
  • The PMC must be located in Karnataka.

The following documentary evidence may be submitted as document to meet the eligibility criteria:

  • Certificate of Incorporation of the Legal Entity, Copies of PAN, GST registration, etc.
  • Audited Balance Sheet for 3 financial years( 2018-19, 2019-20 & 2020-21)
  • SCGJ Certificates for the proof of certified trainers in solar and wind job roles as indicated in 2.1 of SCGJ.
  • A statement certified by a Chartered Accountant mentioning the number of participants trained in Solar Energy Sector in past three years in solar & wind skills.
  • A statement certified by a Chartered Accountant to have placed / employed candidates of skill development programmes of minimum 50% in Solar/Wind Energy Sector.

How to Apply

  • The PMC shall deposit two DDs of Rs 5,000/- as processing fee (non-refundable) and as an EMD of Rs 10,000/- for application, in favor of the Managing Director, KREDL payable at Bengaluru. For the PMC who is shortlisted, the EMD shall be considered as Security Deposit and will be released at the end of contract. For the PMCs who are not shortlisted, the EMD shall be refunded within 30 days of final shortlisting.
  • The response documents with its supporting evidences should be properly bound. The application with incomplete documents/ information shall not be considered.
  • Applications of joint venture / consortium in any form shall not be considered.
  • The subletting of training is not allowed and will attract the cancellation of work award issued to the PMC.
