The Bureau of Population Refugees and Migration has announced a notice of funding opportunity for NGO programs benefiting Rwanda, Tanzania, and Uganda.

Rwanda Country-Specific Guidance
They expect applicants to coordinate with UNHCR in planning, implementation, and reporting within the overall Rwanda Refugee Response Plan framework and respective sectors. PRM seeks to support programming oriented towards refugees likely to remain in Rwanda, rather than repatriation activities. Applicants should submit a letter of support from UNHCR for their proposal. Applications without a letter of support may have their panel review score impacted. Proposals must focus on one or more of the following sectors:
Protection (Child Protection or GBV)
Health
Livelihoods using the Graduation Approach
Duration of Activity
Program plans for two or three years will be considered.
Period of Performance
Programs period of performance of one-year (12 months) cycles for a period not to exceed three years (36 months) will be considered.
Funding limits
Program proposals must not be less than the funding floor and not more than the funding ceiling per year or they will be disqualified.
Funding floor per year (lowest $ value): $800,000
Funding ceiling per year (highest $ value): $3,000,000

Tanzania Country-Specific Guidance
Proposals must focus on the Congolese and Burundian refugee and asylum seeker populations located in camp-based settings in Tanzania. They encourage proposals to demonstrate how the program will support Burundian refugees participating in UNHCR’s voluntary repatriation program, such as providing services that will help refugees reintegrate upon return. They expect applicants to coordinate with UNHCR when planning, implementing, and reporting on its programs. Applicants should submit a letter of support from UNHCR for their proposal. Applications without a letter of support may have their panel review score impacted. Proposals must focus on the following sectors in the refugee camps:

Child Protection
Education
Duration of Activity
Program plans for one or two years will be considered.
Period of Performance
Programs period of performance of one-year (12 months) cycles for a period not to exceed three years (24 months) will be considered.
Funding limits
Program proposals must not be less than the funding floor and not more than the funding ceiling per year or they will be disqualified.
Funding floor per year (lowest $ value): $600,000
Funding ceiling per year (highest $ value): $1,750,000

Uganda Country-Specific Guidance
They expect applicants to coordinate with UNHCR in planning, implementation, and reporting within the overall Uganda Refugee Response Plan framework and respective sectors. Applicants should submit a letter of support from UNHCR for their proposal. Applications without a letter of support may have their panel review score impacted. All proposals must have a clearly defined localization plan that includes at least one of the following: 1) a transition plan with national or local-level government entities, 2) a local or refugee organization as a grantee or sub-grantee, or 3) an agreement to progressively strengthen the capacity of a local or refugee organization over the course of the award. Localization strategies must also demonstrate how they increase the project’s sustainability and the representation of local actors in Uganda’s broader refugee response. Proposals must focus on one or more of the following sectors:

Livelihoods (full proposals must include a market analysis, or will be disqualified)

Geographic Regions/Populations
Proposed activities must primarily support refugees and asylum seekers in Rwanda, Tanzania, or Uganda. Because of PRM’s mandate to provide protection, assistance, and sustainable solutions for refugees and victims of conflict, PRM will consider funding only those programs that include a target program participant base of at least 50 percent refugees/asylum seekers
Eligibility Criteria
Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education (U.S.-based NGOs must be able to demonstrate proof of non-profit tax status).
Nonprofits without 501(c)(3) status with the IRS, other than institutions of higher education (overseas-based NGOs must be able to demonstrate proof of registration in country of domicile); and
International Organizations. International multilateral organizations, such as United Nations agencies, should not submit proposals through Grants.gov in response to this NOFO. Multilateral organizations that are seeking funding for programs relevant to this announcement should contact the PRM Program Officer (as listed below) on or before the closing date of the funding announcement.
