Detailed Description

The European Union (EU) is currently accepting proposals
from eligible organisations for a programme entitled “Partnership for
Improved Nutrition in Lao PDR” in order to improve food and nutrition
security among rural households and create sustainable agricultural
wealth at the village and household level.

The programme is divided into three lots:

  • Lot 1: Phongsaly, Luangnamtha, Luangprabang and Huaphanh EUR 10,000,000
  • Lot 2: Savannakhet, Saravane and Attapeu EUR 10,000,000
  • Lot 3: Khammuane EUR 2,600,00

Size of Grants

Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:

  • Lot 1: Phongsaly, Luangnamtha, Luangprabang and Huaphanh 
    • minimum amount: EUR 10,000,000
    • maximum amount: EUR 10,000,000
  • Lot 2: Savannakhet, Saravane and Attapeu
    • minimum amount: EUR 10,000,000
    • maximum amount: EUR 10,000,000
  • Lot 3: Khammuane
    • minimum amount: EUR 2,600,000
    • maximum amount: EUR 2,600,000

Location

Actions must take place in Lao PDR.

Duration

The initial planned duration of an action is minimum 36 months and may not exceed 48 months (Lot 1 + 2) or 39 months (Lot 3).

Eligibility Criteria

  • In order to be eligible for a grant, the lead applicant must: 
    • be a legal person and
    • be non-profit-making and
    • be a non-governmental organisation, a non-state actor, public sector
      operator, local authority, international (inter-governmental)
      organisation as defined by Article 43 of the Rules of application of the
      EU Financial Regulation
    • be established in a Member State of the European Union or in one of
      the eligible countries set for the DCI Regulation under the Art. 9 of
      the CIR Regulation. This obligation does not apply to international
      organisations and
    • be directly responsible for the preparation and management of the
      action with the coapplicant(s) and affiliated entity(ies), not acting as
      an intermediary.
  • Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations
  • The lead applicant must declare that the lead applicant himself, the
    co-applicant(s) and affiliated entity(ies) are not in any of these
    situations.
  • The lead applicant may act individually or with co-applicant(s), but
    applicants are strongly encouraged to apply jointly with local
    authorities, where relevant.

How to Apply

  • The application procedure consists of two phases:
    • Concept notes
    • Full applications
  • In the first instance, only concept notes must be submitted for
    evaluation. Thereafter, lead applicants who have been pre-selected will
    be invited to submit a full application.
