This consultancy will conduct a child-focused budget analysis and suggest the potential roles of CSOs in Public Finance for Children in Viet Nam

This consultancy will conduct an equity and child-focused budget analysis of selected social sectors in Viet Nam with the main purpose of generating substantive evidence to inform UNICEF’s engagement in advocating for a child sensitive national PFM systems and budgetary processes and to promote further policy dialogues on PF4C among relevant stakeholders in Viet Nam. The intended users of this analysis will be Government agencies (the Ministry of Planning and Investment, Ministry of Finance, Ministry of Health, Ministry of Education and Ministry of Labour, Invalids and Social Affairs), the National Assembly and civil society organizations (CSOs), particularly those in the Budget Transparency (BT) coalition.
To conduct an equity and child-focused budget analysis of selected social sectors at both national and sub-national levels, including to i) conduct a stakeholder analysis on decision-makings of budgetary allocations and definition of a “child-focused” expenditure; ii) assess the patterns of public spending on children in the specific areas of early childhood education, maternal and child health and nutrition and mid-term trends in social expenditures and investment in each such sector (including the priorities and programs/projects for the needs of children) and overall in considering equity aspects; iii) analyze the existing ‘allocation and operational’ effectiveness and efficiency of direct/indirect public allocations for children in these sectors. This also includesidentification of current shortages and gaps of budgetary allocations and utilization of funds as relevant to the realization of children’s rights in Viet Nam; and iv) recommend governmental actions, including implications for Medium Term Expenditure Framework (MTEF), and necessary studies to fill the gaps and shortcomings identified in the context of equity and child rights focused budgeting and budget execution.
Develop a policy/budgetary brief based an important foundation document for UNICEF Viet Nam to facilitate further dialogues with the Government and relevant key stakeholders on the demand for improved, equity based public finance for children.
Develop a strategy note (5 - 10 pages) setting out suggested strategies for UNICEF Viet Nam’s Public Finance for Children work for the next country program of 2017-2021.
 The Coalition currently consists of five CSOs with the support of Oxfam as an International NGOs: CDI (Center for Development and Integration); ACDC (Action for Community Development); CECEM (Center for Community Empowerment) and GPAR (Group for Public Administration reform)
