Detailed Description

Background

The lunar shaped Naini Lake at an altitude of 1938 m in Uttarakhand provides life sustaining water and several other vital ecosystem services upon which the economy of the town of Nainital thrives. Today, the town is faced with a hydrological crisis which is manifested in significant drop in the water level as well as water quality of Naini Lake during the summer months. While the population in the town has quadrupled since early 1900s, inadequate management of civic amenities, reckless constructions on the recharge zone, and uncontrolled tourist influx have led to a potentially alarming situation.

Sustainable Development Goal 6 focuses on Clean Water and Sanitation to ensure availability and sustainable management of water and sanitation for all. Concerned about the magnitude of the problem, and the widespread concerns about the consistently declining lake level and the various pressures on the catchment area, UNDP India is facilitating actions for rejuvenation of the Naini Lake.

In recent years, Artificial Intelligence (AI) has emerged as a unique technological tool that through advanced data collection and analytics can help the government and other key decision makers in better planning and management of water resources

Objectives of The Assignment

Install state-of-the art water quality monitors in Naini lake that can transmit water quality data in real time and develop an AI-based software that can create a prediction model for ascertaining water demand and quality issues with respect to peak and lean tourist seasons.

Specific Tasks

Procure 02 Nos. of Proteus Multiparameter Water Quality Meters that can measure the following water quality parameters:

  • BOD, COD,
  • Dissolved Oxygen
  • Pressure
  • Chloride
  • pH
  • Temperature
  • Nitrate
  • Coliforms
  • EC/ Salinity/ TDS
  • Turbidity
  • Install the meters at Naini lake and provide Operation & Maintenance services for a period of 1 year.
  • Develop a back-end web based computer application and mobile phone application that can collect and analyze information from the sensor in real time using Bluetooth or any other wireless technology.
  • Real-time analytics through user friendly Interactive dashboards
  • Develop an AI-based software that can create a predictive model for ascertaining demand and quality issues with respect to peak and lean tourist seasons.

Desired Qualification for team Proposed

  • IT Project Manager with experience in 3 major Water Resource Project/Government Projects.
  • Solution Architect with experience in Design, Development & Process Improvement of IT Applications.
  • Software Engineer with web development expertise in Open source technology.
  • Software Engineer (UI/UX) with hands on experience in Adobe Photoshop, Coral, Web Design and Dashboard Development.

Criteria for Preliminary Examination of Proposals

  • Technical proposal is submitted separately from Financial Proposal
  • Financial proposal must be password protected. If not, proposal will get rejected.
  • Latest Certificate of Registration of Business submitted
  • Is the Offer, or any of its joint venture member, included in UN Security Council 1267 List and List of Suspended and Removed Vendors
