RFP title: RFP for Preparation of Project Document for Infrastructure for Climate Resilient Growth (ICRG) to be implemented in M.P., U.P., Rajasthan and Chattisgarh

Background & Context:

Climate change impacts are increasingly being felt across the globe and these impacts are felt differently by different groups of people – depending upon their capacity/vulnerability. It is observed that poor people are the most vulnerable owing to their lack of capacity to adapt and/or mitigate the adverse impacts of climate change. With more than 20% population living below poverty line, and almost 45% of the population relying on rain‐fed agriculture, India is one of the countries that is most vulnerable to climatic variations. Any adverse impact on water availability due to changes in precipitation levels and falling groundwater tables are likely to adversely affect livelihoods and food security. Along with economic stress, climate change has an adverse social bearing on vulnerable communities. Thus, it becomes imperative to strengthen the resilience of these communities by developing a robust and well‐planned rural infrastructure.


The objective of this assignment is to develop a Detailed Project Document for ICRG- Extended Phase which will be implemented in four States – Chhattisgarh, Madhya Pradesh, Rajasthan and Uttar Pradesh.

Scope and Process of Work:

  • Review of secondary literature on the current ICRG Phase (to be provided by UNDP)
  • Consultations at State and National level
  • Consultations with key organizations like DFID, IPE Global, IIED, Sambodhi, etc involved in the current phase of the ICRG programme
  • Visit to current three ICRG States – Chhattisgarh, Odisha and Bihar: to learn from the current ICRG phase implementation, challenges and potential for scaling up. Propose a skeleton of the Exit strategy from two States – Odisha and Bihar

Visit the proposed States: Chhattisgarh, Madhya Pradesh, Rajasthan and Uttar Pradesh to conduct the following: i. Stakeholder mapping ii. Mapping capacities: of the key Departments (Rural Development and Panchayati Raj, Climate Change, etc.) iii. Developing a baseline for the MGNREGS in the State and its impacts. Also develop a more detailed baseline for the Districts and Block finalized for implementation in the Extended Phase

Preparation of Project Document:

  • Support the preparation of a Project Document based on the outcomes of the above analysis and inputs from the States and other stakeholders.
  • Incorporate relevant suggestions and finalize the project document in consultation with the UNDP Project Team, DFID, key partners within sectoral ministries, State Govt departments, as well as relevant stakeholders among civil society.
  • The ProDoc should include the context and should articulate the objectives, outputs and activities that will result in the realization of the outcomes of the project.

Qualifications of the Service Provider:

The Service Provider must describe and explain how and why they are the best entity that can deliver the requirements of UNDP by indicating the following:

  • Profile – describing the nature of business, field of expertise, licenses, certifications, accreditations;
  • Business Licenses – Registration Papers, Tax Payment Certification, etc.
  • Track Record – list of clients for similar services as those required by UNDP, indicating description of contract scope, contract duration, contract value, contact references;
  • Certificates and Accreditation – including Quality Certificates, Patent Registrations, Environmental Sustainability Certificates, etc.
  • Written Self‐Declaration that the company is not in the UN Security Council 1267/1989 List, UN Procurement Division List or Other UN Ineligibility List.

Qualifications of Key Personnel:

The Service Provider must provide: a) Names and qualifications of the key personnel that will perform the services indicating who is Team Leader, who are supporting, etc.; b) CVs demonstrating qualifications must be submitted if required by the RFP; and c) Written confirmation from each personnel that they are available for the entire duration of the contract.
