The European Union is currently accepting proposals from eligible organisations for its Thematic Programme “Civil Society Organisations” with an aim to promote dialogue, the accountability and transparency of state entities.
This is a restricted call for proposals. In the first instance, only concept notes (Annex A.1) must be submitted for evaluation.
Thereafter, lead applicants who have been pre-selected will be invited to submit a full application.
After the evaluation of the full applications, an eligibility check will be performed for those which have been provisionally selected.
Eligibility will be checked on the basis of the supporting documents requested by the Contracting Authority and the signed ‘declaration by the lead applicant’ sent together with the full application.
OBJECTIVES OF THE PROGRAMME AND PRIORITY ISSUES
The global objective of this Call for Proposals is to co-finance actions to strengthen organic civil society coalitions, including through sub-granting schemes, and promote a broad-based and inclusive civil society in Afghanistan, which is capable and willing to engage with communities and government authorities at all levels of policy, economic and social issues, with an aim to promoting dialogue, the accountability and transparency of state entities.
The specific objectives of this Call for Proposals are:
To strengthen the collective voice and participation of grassroots civil society, including through community-based monitoring, demanding transparency and accountability from the government;
To develop capacity of CSOs on good governance practices, policy reform, networking and collective advocacy on reform, transparency and accountability;
To enhance responsiveness and accountability of local authorities to deliver services and promote the rights and entitlements of communities and citizens.
The proposed actions are expected to focus their efforts in only one thematic area, which should be clearly indicated in the proposal, among the following: 1) Justice sector reform, 2) Social services, including health and education, 3) Security sector, 4) Agriculture and rural development, 5) Mineral sector and extractive industries, 6) Urban development, including land management and housing.
