Project Overview and Role
Palladium is an international company that develops and delivers solutions to create positive impact for communities, businesses, societies and economies. We are currently implementing over 100 projects with more than 2000 employees across 90 countries. In Malawi, Palladium manages the USAID-funded Health Policy Plus (HP+) Project. HP+ works with key stakeholders to advance health policy and financing for family planning and reproductive health (FP/RH), HIV, and maternal and newborn health at national and subnational levels. The project aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation, with an emphasis on voluntary, rights-based health programs, and by strengthening in-country partners' capacity to navigate complex environments for effective policy design, implementation, and financing aligned to the existing priorities.
The Technical Advisor, Adolescent and Youth will contribute to the HP+ project by providing technical assistance and support to both the Government of Malawi and non-government stakeholders on the development, revision, and implementation of national policies and strategies related to HP+ Malawi's areas of work in youth, adolescent girls and young women. The successful candidate will provide senior-level technical assistance (TA) and policy guidance to the Ministry of Labour, Youth, Sports, and Manpower Development (MOLYSMD) and the Adolescent Girls and Young Women (AGYW) Secretariat to support district-level implementation and national-level monitoring of the AGYW Strategy, which was launched in August 2018. S/he will work with the AGYW Secretariat to strengthen the agenda of the Inter-Ministerial committee in line with the AGYW strategy outcomes. This will include supporting the process of developing an implementation plan for the AGYW strategy and strengthening coordination. The Advisor is expected to closely work with the two Global Health Corps fellows (currently supporting the AGYW Secretariat with data management, monitoring, evaluation, and analysis of the strategy's implementation), to guide and shape their work. The Advisor will also be responsible for helping to align the AGYW strategy implementation process with the Youth Investment Case and ensuring the implementation plan takes account of complementary efforts such as the YFHS strategy activities.
The Adolescent and Youth Technical Advisor will report to the HP+ Malawi Deputy Director, Technical, and work closely with government counterparts and HP+ headquarters-based staff. This is a fixed-term contract through September 2019, with a possibility of extension depending on MoHP and USAID priorities and the availability of funding. The location for this position is Lilongwe, Malawi.
