Job description

The position is currently located in the sector project 'Universal Health Coverage' (UHC). The overall project focuses on providing technical and policy advice to the German Federal Ministry for Economic Cooperation and Development (BMZ) on UHC, pandemic preparedness and response and One Health, and on positioning German Development Cooperation in international networks. This supraregional advisory approach is flanked by targeted advisory services and activities at partner and country level.
The 'Rapidly Deployable Expert Group on Health (SEEG)' is composed of experts from a cooperation consortium between GIZ, Robert-Koch-Institute, Bernhard-Nocht-Institute for Tropical Medicine and Charité University and is coordinated by the core team located at SV UHC. Intervention teams are put together to support local partners in preparing for and responding to outbreaks of infectious diseases so that epidemics and pandemics can be detected, diagnosed and brought under control at an early stage. In the context of the COVID-19 pandemic, various country operations are planned for 2020, primarily in Africa and Latin America.

Your tasks

  •  Planning and implementation of short-term SEEG assignments in acute disease outbreaks in partner countries of German Development Cooperation.
  •  Advising the client BMZ and bilateral / regional development cooperation projects on epidemiology, diagnostic procedures and pandemic preparedness and response
  •  Communication and coordination with experts from the consortium and broader cooperation network and with partners in the countries of operation
  •  Jointly with the respective deployment team: technical design and organizational planning of the deployments and of training for different target groups in the areas of pandemic preparedness, including laboratory/ diagnostic procedures and response measures, as well as their documentation (deployment reports; knowledge management)
  •  Advice on and assessment of infectious diseases, epidemiological issues (under consideration of a One Health approach, where applicable, including antimicrobial resistance) and neglected tropical diseases
  •  Support and advice for outgoing expert teams

Your profile

  •  Completed university studies in biology, microbiology, medicine and/or other relevant field
  •  Several years of professional experience in the fields of disease control / pandemic preparedness / virology and/or bacteriology
  •  Practical work experience in laboratories in (sub-)tropical low income countries and work experience with highly pathogenic pathogens (biosafety level 3 and 4)
  •  In-depth knowledge in the areas of One Health, antimicrobial resistance, international health security / biosafety and / or neglected tropical diseases
  •  Postgraduate degree / MSc in Public Health or International Health is desirable
  •  Several years of work experience in German and/or international development cooperation (especially GIZ) is desirable
  •  Strong willingness and ability to work in a team, excellent advisory skills, high conceptual, cooperation and communication skills
  •  Ability to prioritize and work well under time pressure and in fragile contexts
  •  Very good organizational skills, diplomatic skills combined with intercultural competence
  •  Fluent written and spoken German and English are required. Good knowledge of French and/or Spanish is an advantage
