Under the supervision of the Regional Financial Controller, the incumbent is responsible for providing high level support to the Europe Region in various finance issues to ensure the smooth day-to-day operation, handling both internal and external partners.   The incumbent covers specific geographical areas and offices within the Region.

Job Duties and Responsibilities:

The position holder shall:

  • Support the Regional Financial Controller in ensuring the internal control environment for the Region.
  • Ensure full compliance with the finance procedures and guidelines in the Region.
  • Perform quality control checks to ensure accuracy and completeness of data.
  • Maintain a filing system for all documentation related to all offices within the Region.
  • In the absence of the Regional Financial Controller, when requested, assume responsibilities for the Regional Finance Unit.
  • Any other tasks assigned by the Regional Financial Controller.

Monthly Process:

  • Monitor monthly closing of the country offices that are assigned to him/her, by reviewing the balance sheets, checking the exception report and validating the financial information.
  • Preparing the cash request analysis, reviewing the projects financial management status report and highlighting issues and follow up.
  • Review and submit accurate and timely cash requests
  • Ensure timely reporting/invoicing and collection of receivables
  • Screening through monthly original supporting documents and field returns from country office and feedback if there were any discrepancies or anomalies.
  • Provide continuous guidance, advice and support to in-country finance staff by clearing any doubts they might have on financial processes, systems, procedure and guidelines.

Control & Procedure:

  • Involve in validating the accuracy of information on budget & project expenditure approval request (PEAR) before loading into the system, and provide advice to managers on budgetary matters.
  • Contribute to the production of the plans, budgets and subsequent budget revisions (including SOSC), for the offices assigned to within the Region.
  • Monitor financial key performance financial indicators on a monthly basis and provide advice and/or instruction to managers as to how to improve.
  • Provide technical advice and ensure all financial systems being utilize by country finance staff is functioning well.
  • Provide finance validation on agreements, contracts, MoU and staff request as per contracting and expenditure authorization procedure.

Education Required:

  • University Degree in a finance related discipline
  • Professional /academic qualification in finance or accounting


  • Relevant professional training courses

Experience Required:

  • At least 3-5 years accounting or audit or analyst experience
  • Experience in building effective relationships with managers with an ability to coach, advise and support them in finance management of their programmes


  • Experience in working with Federation accounting systems
  • Work experience with other international organisations, large NGOs and/or governmental development agencies, multi-cultural environment
  • Knowledge, Skills and Languages
