Job Description

The Role

The Team Leader will ensure effective programme setup, delivery and (in due course) scale up of the Programme, with overall responsibility for compliance with the donor contract and requirements. S/he is the external face of the Programme and responsible for engagement with stakeholders, including (future) donors and Government. The Team Leader indirectly contributes to further developing Oxfam in Pakistan’s programming on access to justice in close collaboration with Saferworld. The Team Leader reports to the Programme Director.

  • Provide strategic leadership and direction to the Programme and ensure that targets and objectives are achieved in line with programme proposal, donor rules and regulations and guidelines;
  • Ensure effective communication between partners, Saferworld, Oxfam and stakeholders;
  • To coordinate the activities of the consortium and local partners and to report to the steering committee;
  • Ensure that the activities are planned and implemented as agreed among the consortium members;
  • Recruit, induct, mentor, line-manage and provide capacity development to programme staff;
  • Support the lobby and advocacy components of the programme, including through outreach to (international) stakeholders and ensuring linkages and synergies with global campaigns;
  • Support the programme team to effectively plan, implement, monitor and evaluate their work, as well as undertake field visits to project sites;
  • Take ultimate responsibility for the programme’s annual plans and reports;
  • Oversee the Programme budget, liaising directly with finance staff (both in country and with The Hague);
  • Identify opportunities and resources to upscale the programme and be involved in the development of new proposals for donor funding;
  • Ensure visibility of the Programme and implementing partners towards donors and stakeholders;
  • Produce one peer review paper per year directly linked to the programme being implemented
  • Ensure production of high quality human interest stories and work closely with the communication team in order to ensure that on a quarterly basis stories and case studies are presented to Oxfam for public consumption;

Essential skills and experience:

  • Postgraduate degree in international relations, law, political science, human rights, peace and conflict studies, or other relevant fields;
  • At least 7 years relevant work experience in Pakistan or another South/Central Asian country;
  • Demonstrated ability to manage and lead a consortium;
  • Demonstrated experience in large-scale project and programme development, implementation, coordination, monitoring, evaluation and learning;
  • Demonstrated understanding of gender-sensitive justice sector reform and inclusive security;
  • Demonstrated understanding of (gendered) conflict analysis, conflict sensitivity and do no harm principles and practice;
  • Demonstrated experience in lobby and advocacy, preferably related to justice sector reform and/or good governance;
  • Proven track record in taking programmes to a higher level of success, especially being able to use the successes and failures of the programme to influence policy change at provincial and federal level. Being able to articulate the work of the programme in such a way so as to influence policy change;
  • Demonstrated financial management, budgeting, expenditure tracking and financial reporting skills, with previous responsibility for projects/programs over Euro 5 million;
  • Demonstrated experience in business development; experience with fundraising from major institutional donors;
  • Understanding of, and commitment to promoting, Oxfam's core values and key development principles, including gender justice, human rights, protection and participation;
  • Proven people management skills, with experience coordinating multi-disciplinary teams and motivating individuals from diverse cultural, ethnic and linguistic backgrounds;
  • Strong communication and influencing skills, with proven ability to build relationships with a diverse range of local, national and global stakeholders;
  • Excellent analytical skills, with the ability to think strategically, innovatively and creatively to improve programme quality and to forge linkages between programs;
  • Demonstrated ability to work under pressure, prioritise, meet deadlines, and hold self and others to account;
  • Willingness and ability to travel in Pakistan and occasionally abroad as needs arise;
  • Excellent written and oral English language skills. Knowledge of Urdu or another language spoken in Pakistan a distinct advantage.
