Job Description

Duties and responsibilities

The Area Manager will provide overall leadership to the Area Office and Sub-Offices. Each Area Office has in place an Area Programme Manager and an Area Support Manager who are responsible for the day-to-day management of their departments; therefore, the main focus of these roles is to provide overall leadership, representation and coordination at the Area level, access coordination, budget management, security and management of staff.

Key responsibilities

  • Overall responsibility of managing Area Office including Sub-Offices
  • Conduct assessments for new areas of operation, outline possible areas of intervention/expansion, and develop program strategy for implementation  
  • Line management for Area Programme Manager, Area Support Manager, Security Coordinator in the area office
  • Member of the Country Management Group (CMG)
  • Provide area specific input on Core Competence strategies, Country Strategy and Plan of Action 
  • Implementation of projects (including master support budget and coordinating input for donor proposals and reports) in the area
  • Assess needs, develop emergency response and implement response plans
  • Ensure optimal use of resources within the allocated project budgets and CC strategies  
  • Represent NRC and networking on area level
  • Ensure that capacity building is provided to all staff in the area
  • Ensure overall security and safety of staff in the area
  • Promote the rights of IDPs/returnees in line with the advocacy strategy

Required Experience and Competencies

  • Minimum First Level University/Bachelor’s Degree.
  • Minimum 5 years of experience from working as a Senior Manager in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Strong leadership and people management skills
  • Experience working in/knowledge of the context in Middle East, in particular Iraq, Syria, Jordan, Lebanon
  • Experience in managing larger and more complex programming operations in the Middle East Region or similar context
  • Experience in managing security and access issues in a complex working environment 
  • Resilient and able to live and work in a hardship duty station
  • Fluency in English, both written and verbal 
  • Knowledge of Arabic is highly desired
