Do you have the ability to lead the overall planning, implementation and management of operational and project activities within a delegated area of operation?

To support our mission in Afghanistan, we are now looking for an experienced Manager to head our Central Afghanistan Area Office in Kabul, Afghanistan. A motivated humanitarian professional with middle management experience. We are particularly looking for a strategic thinker who has proven experience managing and implementation of high quality and cost-effective programme/project within the designated geographical area.

  • The Area Manager will be responsible for ensuring high quality and cost-effective programme/project implementation within the designated geographical area, in this case, Kabul Area Office, duty station Kabul.
  • The Area Manager reports to the Head of Operation and directly line manages the Security & Access Coordinator, Project Managers/Coordinators, Support Coordinator, Field Office Coordinators.

RESPONSIBILITIES:

  • Line management for senior project staff and support functions (and Field Office Coordinators) in the area.
  • Member of the Country Management Group (CMG).
  • Compliance with and adherence to NRC policies, guidance and procedures.
  • Provide area specific input on CC strategies, Country Strategy and Plan of Action.
  • Organize grants opening and closure meetings at area level.
  • Implementation of projects (including master support budget and coordinating input for donor proposals and reports) in the area, in compliance with contractual commitments (i.e. quality, synergies, timeliness, use of resources).
  • Assess needs, develop emergency response and implement response plans.
  • Ensure optimal use of resources within the allocated project budgets and CC strategies.
  • Represent NRC and networking on an area level and manage relationships with local authorities, communities and other humanitarian players in Kabul and Khost provinces.
  • Ensure that capacity building is provided to all staff in the area.
  • Ensure the overall security and safety of staff in the area.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy.
  • Ensure optimal use of resources within the allocated project budgets and CC strategies.
  • Ensure the inclusion of cash-based interventions and marked based programmes in-country and area-based strategies and their implementation across and within NRC’s core competencies.
  • Provide an enabling environment for the implementation of cash-based interventions, including multi-purpose cash assistance, emergency cash responses.
  • Lead humanitarian access negotiations resulting in the opening of new geographical areas.
  • Advocate for increased humanitarian attention to the evolving situation in Kabul and Khost provinces.

FOR THIS POSITION, OUR IDEAL CANDIDATE HAS:

  • A university degree with at least 3 years’ experience as an Area Manager/senior manager in a humanitarian/ recovery context.
  • Previous experience from working in complex and volatile contexts
  • Someone with solid experience leading teams.
  • Proven history of successful representation; building and maintaining relationships with local authorities, partners and other humanitarian actors.
  • A knack for successful principled humanitarian negotiations.
  • Knowledge of the context in Afghanistan, Pashtu and Dari language proficiency.

  • This position is open to both national and international candidates. Afghan nationals will be considered first, only in case a suitable candidate is not identified, the recruitment will be extended to international candidates
  • The contract terms will either be the NRC Afghanistan Terms of Employment or the NRC International Staff Terms of Employment.
