Overall purpose of the role: The AM’s prime objectives will be to provide leadership and management with a view to position DRC as a leading, respected INGO in Turkiye. The AM oversees the strengthening of DRC’s programme development, quality and accountability framework and to be a proactive partner in the wider regional strategic and programme development processes. The Area Manager is a member of the Senior Management Team (SMT) and is the key focal point of DRC in the field with all stakeholders. The Area Manager is responsible for managing the programme and operation within their area of operation, overseeing program implementation in Şanlıurfa and Kilis and ensure that operations are implemented within DRC’s global and country strategy. Additionally, the Area Manager is responsible for coordination and representation of DRC at field level. The area manager ensures a productive and accountable relationship with beneficiaries, local government authorities, National and International NGOs and UN Agencies. Responsibilities:
Representation and Coordination:
Act as the primary DRC representative on field level and attend all relevant fora/meetings in order to strengthen DRC’s position in the field;
Foster relationships with Government authorities and other relevant stakeholders in the field;
Develop, implement and regularly revise a DRC engagement strategy and acceptance in the field;
Ensure collaboration and coordination with the other DRC Area Managers to ensure programmatic integration, sharing of lessons, best practices;
Maintain close working relationships with donors, national and international organizations and local counterparts on field level;
Represent DRC during donor visits to the field;
Programme implementation:
Ensure quality and timely implementation of all projects in the field;
Maintain budget management and oversight at field level;
Lead the process of adapting DRC national strategy to the local context in coordination with the Area Economic Recovery and Protection Managers;
Provide guidance to the Area Economic Recovery and Area Protection Managers in implementation of DRC’s program in the area of operation;
Provide regular analysis on the context and humanitarian situation in the area for the development of project proposal;
Team Management:
Direct management of program and support teams in Urfa and Kilis offices and ensure an inter-department coordination;
Lead by example to foster a competitive environment and an effective team through result-oriented management systems;
Closely coordinate with the two key pillars at country office i.e Head of Program, Head of Support services;
Safety and Security:
Ensure a safe and secure environment for DRC staff, beneficiaries and assets by ensuring the local security procedures are up to date and SOPs are being followed in line with DRC safety management framework;
Closely monitor the political situation and the anticipated contextual risks and provide input to DRC safety risk assessment;
Compliance:
Oversee field operations and ensure adherence to DRC policy and procedures in Finance, HR and Supply Chain management;
Ensure compliance to donors and Government of Turkey compliance standards in the area of responsibility
Others Responsibilities:
Support the Country Director and the Senior Management Team in ensuring strategic programming coherent with DRC’s operational platforms, coordinating DRC’s programme development, strengthening DRC’s programme quality, standards and learning, and enforcing DRC’s accountability and M&E frameworks.
Function as Country Director during his/her absence.
Other deputizing duties as agreed with the Country Director. Experience and technical competencies :
Minimum 7-10 years of progressively responsible experience in multi-sectoral project management and design in countries of conflict or post-conflict;
At least 5 years' experience in people management, including Minimum 3 years of experience in managing complex refugee responses,
Demonstrated experience and skill in proposal development, budget development and management, programme implementation, monitoring and evaluation;
Experience with relevant donor guidelines
Experience of managing people responsible for program management, implementation, design;
Proven experience in effectively coordinating with Officials, NGO partners and other stakeholders;
Proven experience in managing integrated programmes, partnership management and capacity building;
Education:
Master’s degree in International Development and/or Humanitarian Assistance, Project Management, economics or any other related field
