Job Description

Background Information - Job-specific:

To address the situation created by the violence that followed the recent crisis, the CAR Government through the Ministry of Humanitarian Action and National Reconciliation (MAHRN), with the participation of the World Bank, launched the May 19, 2017, the project to support communities affected by the displacement of US $ 28 million. The project is being implemented by the United Nations Office for Project Services (UNOPS). The goal is to provide communities affected by forced displacement with better access to basic services, local infrastructure and social safety nets. This project is characterized by a multidimensional approach to support communities affected by displacement. Declined in 3 components,

The project promotes dialogue between host communities and displaced people in 4 cities and 2 neighborhoods of Bangui and promotes peaceful coexistence while allowing local and deconcentrated authorities to participate in the planning and maintenance of infrastructure and basic services. The project is divided into three (3) components:

  • Infrastructure and basic services to improve the access of communities affected by displacement to basic services and infrastructure
  • Social nets; make cash transfers to selected households
  • Community mobilization, capacity building, technical assistance and project management

The Democratic Republic of Congo:

The UNOPS office in the Democratic Republic of Congo covers the Democratic Republic of Congo, Central African Republic, Republic of Congo, Burundi, Angola.

The office is constantly working to expand its activities to support its partners in the implementation of their development programs and projects. Based in the DRC since 1999, the office has diversified and strengthened its areas of expertise, contributing actively to sustainable development efforts in the field. It has extensive expertise covering the rehabilitation and construction of basic infrastructure (social and administrative services), roads and bridges, and the purchase of goods and services, as well as providing management and project support.

Functional Responsibilities:

Under the general supervision of the PACAD Project Leader and the Technical Unit Coordinator, the Communications Associate will be responsible for the following:

  • Ensure the implementation and monitoring of MAHRN communication materials;
  • Produce and validate the requested communication materials before public distribution;
  • Produce business correspondence, reports, forms and other related documents;
  • Establish, classify and maintain the communication records of the Technical Unit;
  • Monitor MAHRN publications and distributions (public and partners);
  • Ensure proper use of the communication, office and didactic materials provided;
  • Participate in the organization of meetings between the Technical Unit and the partners;
  • Ensure the management and updating of social media (account and web page) of the MAHRN;
  • Ensure the communication component during public events of the MAHRN and also during the missions of the Technical Unit in the provinces;
  • Provide support for meetings and seminars, including collection and assembly of meeting documents, reservation of space, and provision of supplies;
  • Assist the Technical Unit in any other task entrusted to it.

Education:

  • A high school diploma (BAC) is required
  • A university degree (Bachelor) in communication, business administration, management, public relations or a similar field would be an asset.

Experience:

  • A minimum of 6 years relevant experience in the field or related experience for candidates with a Secondary School Leaving Certificate (LAC).
  • A minimum of one year of relevant experience in the field or related experience for Candidates with a university degree.
  • Experience with an international or national NGO is an asset

languages:

  • Excellent command of spoken and written French is required;
  • Knowledge of the local language (Sango) is an asset;
  • Knowledge of English is an asset.
