Under the overall supervision of the Chief of Budget, direct supervision of the Budget Officer and working closely with other members in the Budget Division, the Budget Analyst  will be responsible for analyzing budget consumption trends, budget performance indicators, and provide support in the financial monitoring and reporting of the core budget.

Responsibilities:

  • Closely monitor and analyse current and past trends in key performance areas and prepare financial monitoring reports including comparative and trend analysis to facilitate decision making on matters with budgetary implications. 
  • Closely monitor the core budget consumption trends and forecasts. highlight discrepancies and/or unusual trends to management and planners to facilitate corrective decisions.
  • Validate/Monitor funding availability in relation to staff travel budget and expenditures.
  • Validate funding availability in relation to HR related processes, including but not limited to vacancy notices, recruitments, contract extensions, staff transfers and reclassification of positions, as assigned
  • Taking advantage of business intelligence tools, draft and/or provide technical support and input for preparation of budget related papers, reports, statistics, presentations and various data visualization formats including maps, charts, dashboards, tables among other appealing alternatives. 
  • Contribute to the preparation, review and update of the budget related matters reflected in guidelines, instructions and/or standard operations procedures in line with evolution of financial policies/practices and Governing Body resolutions/decisions.
  • Support the Chief, Budget Division and Director, Department of Financial and Administrative Management to respond to budget-related questions from organizational units as well as external stakeholders and Member States delegations.
  • Provide specialized advice and support to various departments, divisions, units, offices, on financial and administrative matters related to the core budget implementation and monitoring. 
  • Assess the budget data and support the preparation of budget related documents, including but not limited to the Annual Programme and Budget and its revision and summary update, by preparing the relevant data and assigned tables.
  • Act as focal point for BUD tasks assigned and alternate reviewer for tasks assigned in the absence of the primary BUD reviewer. 
  • Perform such other duties as may be assigned.

 Education:

  • Master’s degree in Accounting, Finance, Public Administration, Business Administration or a related field from an accredited institution with five years of relevant professional experience.
  • University degree in the above fields with seven years of relevant professional experience.
  • Accredited Universities are those listed in the UNESCO World Higher Education Database.

Work Experience:

  • Management experience at the international level in financial management, budgeting, monitoring and in providing project management support.
  • Experience in preparing and analyzing a wide range of financial documents, and reports.
  • Substantial experience at international level in IOM administrative and financial management, budget monitoring, cash management and internal control procedures; knowledge of IOM financial and budget policies, procurement and HR procedures and rules; good understanding of the Organization's budget accountability vis-à-vis the Governing Bodies.
  • High level of computer literacy experience in computerized accounting systems and software; advanced knowledge of MS Office specifically EXCEL; advanced knowledge of IOM accounting systems, software and procedures.

Skills:

  • Knowledge of IOM Budget policies and practices; strong analytical skills, particularly in finance.
  • Strong communication skills, ability to present information in a comprehensive, clear and concise manner both in writing and verbally.
  • Strong analytical skills, particularly in finance, excellent writing skills, accompanied with ability to edit a range of different materials, including but not limited to instructions, guidelines and reports for different audiences.
  • Knowledge of Enterprise Resource Planning (ERP) systems, software and procedures. Knowledge of Business Intelligence tools is a distinctive advantage.
  • Knowledge and understanding of IOM/UN policies, rules, regulations and instructions on resource management.
  • Excellent writing skills. Candidates will be assessed on proficiency to draft reports.
  • Strong analytical skills applied to large amounts of data from multiple sources.
  • Ability to coach, mentor and develop staff.
  • Proven ability to identify client needs and match them to appropriate solutions.
  • Ability to establish and maintain productive partnership with clients.
  • Personal commitment, efficiency, flexibility and drive for results.

Languages:

  • For this position, fluency in English is required (oral and written).
  • Working knowledge of French and Spanish is an advantage.
  • IOM’s official languages are English, French and Spanish.
  • All staff members are required to be fluent in one of the the three languages.
  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
