Job Description

OBJECTIVES OF THE PROGRAMME

  • As part of the Division of Administration and Finance, the Budget subunit is responsible for certain aspects of budget preparation, execution, monitoring, reporting and control of all programme budget.

DESCRIPTION OF DUTIES

Under the supervision of the Budget and Finance Officer (BFO), the incumbent performs the following duties:

  •  Plans and organizes the work of the Budget subunit; supervise staff, identify priorities, allocate tasks, evaluate performance of staff and review staff work assignments.
  •  Assists in the preparation of regional programme budget for the outcomes and outputs assigned by the supervisor. This includes assistance to BFO in drafting proposed post cost averages for the biennium needed for operational planning.
  •  Prepares the draft Budget and Finance Office workplan including the statutory entitlements related workplans, outputs and progress reports on the implementation status of the workplans.
  •  Reviews and analyze the misalignments and coordinate the resolution of the misalignment issues.
  •  Reviews and provides budgetary clearance to project proposals, correspondence and requests, ensuring conformity with relevant financial regulations, policies and procedures or refers for action the financial documents, giving appropriate explanations and advising remedial or alternative action as appropriate.
  • Coordinates with FNM, PRP, GSC/HQ on various budgetary and financial issues (clarification/guidance on eManual revisions, policy changes, information circulars etc).
  •  Reviews and approves expenditure batches processed by Budget staff and general ledger budget journal adjustments (approved ceiling revisions) in GSM.
  •  Reviews draft donor agreements, exchange of letters, UN to UN agreements to ensure compliance with standard donor agreement templates and WHO eManual provisions.
  • Prepares and reviews budget briefing materials for key meetings: World Health Assembly (WHA), Executive Board (EB), Programme Budget and Administration Committee (PBAC), Regional Committee Meeting (RCM), Programme Committee (PC), HWOs/CLOs, etc.
  • Acts as the focal point in GSM applications in the Budget subunit; recommends system improvements/enhancements.
  •  Reviews and follow up with the budget centres on the open encumbrances and receivables from the donor.
  •  Participates in periodical evaluation and review of implementation status and provides background and reports for management information. Prepares periodic/ad hoc budgetary and financial statements and returns including the annual closure of accounts.
  •  Reviews and approves vouchers, signs cheques and authorizes payment instructions in the absence of the Finance Officer.
  •  Proposes improvements in work methods and trainings for staffs, as well as, provides guidance and/or advices staff in the Regional Office and country offices concerning the correct application of financial regulations, rules and procedures.
  •  Briefs/debriefs new professional staff members (both long-term and short-term) on relevant budget/accounts matters.
  •  Performs other budget/finance duties as assigned.

REQUIRED QUALIFICATIONS

EDUCATION

Essential: University degree in business administration, accountancy, commerce with specialization in budget/accounting, financial management, or a relevant field from a recognized university.

Desirable: Professional qualification or licensure in accountancy, such as Certified Public Accountant.

EXPERIENCE

Essential: Minimum two years professional finance and accounting/budget experience at the national level. Should have supervisory experience, or lead a team of staff in reviewing/providing clearance on the daily operational work for at least two years.

Desirable: Experience in WHO, other UN agencies or in a large multinational, international organization or accounting firm.

SKILLS

  • Thorough knowledge of principles of accountancy, budget and their application. Excellent understanding of accounting practices and procedures. Demonstrated knowledge of relevant financial computer applications. Strong analytical, communication and problem-solving skills. Demonstrated supervisory skills or experience and ability to lead and motivate a team. Ability to adapt to diverse cultural backgrounds and maintain a high standard of personal conduct.
