Job Description

Purpose of the Job:

The Camp Management Coordinator is responsible for implementation of NRC’s Camp Management project in Herat, Afghanistan. This project will use Camp Management methodologies to provide support to the collective sites in Herat which are accommodating drought-displaced families from Badghis and Ghor provinces. The project aims to improve the protection and assistance response to displacement-affected communities by establishing mechanisms to enhance:
Communication with Communities: Sharing information with and receiving feedback from displaced and vulnerable host communities
Community Engagement: Participation of affected communities alongside local stakeholders in the humanitarian and recovery response
Support to Coordination: Efficient, effective, and inclusive coordination of services at local level, involving a range of stakeholders (authorities, civil society, NGOs, private sector, etc.).
There are three main mechanisms in the project for enhancing communication, community engagement, and coordination:
Mobile Outreach Teams who work in Community Tents and visit the collective sites
Community Tents established in the collective, open for all residents
Collective Site Focal Points and/or Committees established and trained

The CM Coordinator line manages the field staff (Officers and Assistants) who carry out the daily work of these three mechanisms, and also represents NRC in external coordination fora. He/she will be responsible for ensuring effective planning and quality implementation of all project activities – ensuring that field teams are efficiently using time and resources, and that activities take place according to annual workplans, targets, SOPs, and guidelines.

Duties and responsibilities

Generic Responsibilities:

  • Line management of CM project field staff
  • Adherence to NRC policies, guidance and procedures
  • Contribute to CM strategy development, project proposals and provide input on needs and gaps
  • Manage and implement delegated portfolio of CM projects (activities, budget and project documentation) as delegated from PM in line with proposals, strategies and donor requirements, and ensure high technical quality
  • Provide regular progress reports to PM (AM and CCs)
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  • Promote and share ideas for improvement and necessary changes in the activities
  • Ensure capacity building of project staff and transfer key skills
  • Liaise and collaborate with relevant local authorities and other key stakeholders
  • Promote the rights of IDPs/returnees in line with the advocacy strategy
  • Development of holistic and needs based programmes, including cash-based interventions and marked based programmes

Specific Responsibilities:

  • Line management of CM project field staff (Officers and Assistants) – including following all performance management protocols
  • Organize effective weekly and monthly planning and implementation of CM project activities, according to annual workplans developed with the AM and CM PDM, and in close coordination with the Protection Coordinator
  • Support development of spending and procurement plans according to budgets and NRC procedures, together with the CM PDM and the Protection Coordinator
  • Ensure proper project documentation in line with M&E plans and donor requirements
  • Monitor and enhance technical quality of project implementation through regular field visits to supervise staff on-the-job; provide feedback accordingly and work with CM PDM and Protection Coordinator to ensure capacity building of project staff
  • Provide the AM and CM PDM with relevant information and data required for project reporting and for development of CM and Protection strategy and project proposals, including feedback on successes and challenges
  • Ensure that projects target beneficiaries most in need of protection, and explore and asses new and better ways to assist them; promote the rights of IDPs/returnees in line with the advocacy strategy
  • Co-operate closely with counterparts from other NRC core competencies to ensure integration of NRC services in targeted areas, and ensure the same of all project staff
  • Liaise and collaborate with relevant local authorities and other key stakeholders, including NGOs and UN agencies. Attend external coordination meetings as agreed with AM.
  • Ensure the inclusion of cash-based interventions and marked based programmes in country and area-based strategies and their implementation across and within NRC’s core competencies
  • Provide an enabling environment for the implementation of cash-based interventions, including multi-purpose cash assistance, emergency cash responses


  • University degree (preferably in social sciences, e.g. education, political science, international relations, 3 to 5 years work experience in the field of community outreach and/or protection
  • Experience in community capacity building and training law, journalism, gender studies, human rights, etc.)
  • Experience from working in a line management position, preferably relevant to project implementation in a humanitarian/recovery context, preferably in community services or community engagement and mobilization, protection, community capacity building, or related field
  • Previous experience from working in complex and volatile contexts
  • Experience with field operations and coordination (e.g. interaction with security, finance, logistics, HR/admin units)
  • Documented results related to the position’s responsibilities Knowledge about own leadership skills/profile
  • Political and cultural awareness, as well as good understanding of the displacement context in eastern Afghanistan.
  • Fluency in English, Pashto and Dari, both written and verbal
