Job Description

About the position

  • Line management of camp management field staff
  • Adherence to NRC policies, guidance and procedures
  • Contribute to NRC Bangladesh’s camp management strategy development, project proposals and provide input on needs and gaps in terms of site development and site care and maintenance
  • Coordinate and manage the implementation of site development activities (planning, budget and project documentation) in line with proposals, strategies and donor requirements
  • Implement technical direction and ensure high technical quality of projects.
  • Provide regular progress reports to the CM PDM
  • Ensure that camp management activities target beneficiaries most in need of protection
  • Ensure capacity building of project staff and transfer key skills
  • Liaise and collaborate with relevant local authorities and other key stakeholders
  • Promote the rights of refugees in line with NRC’s advocacy strategy

Specific responsibilities

Under the supervision of the CM PDM and in close coordination with the Site Development Project Manager – Sites and Settlements, the Camp Management PM will be responsible to support the Camp in Charge officials appointed by the Government of Bangladesh in the management of the camp and inter-agency coordination at camp level. This includes support in:

Camp-level coordination and camp operations

  • Establishing, strengthening and monitoring effective and transparent inter-agency coordination at camp level.
  • Developing specific Standard Operating Procedures for and coordinating various activities in the camp, including multi-sector complaint and feedback mechanism, facility monitoring, relocation of families at risk and plot allocation.
  • Mapping and monitoring service provision in the camp against agreed upon guidelines, standards and indicators with the view to improving quality of the response, promoting accountability of actors and ultimately upholding the dignity of the refugee population.
  • Ensuring the implementation of emergency preparedness and response measures in view of monsoon and cyclone seasons, such as training of safety volunteer units and cyclone preparedness program volunteers.
  • When gaps in service provision are identified, in coordination with the PDM reach out to service providers and sector coordinators to advocate for timely intervention.
  • Regularly reporting issues arising in the camp to the Site Management sector by using established information management tools

Community participation and communication with communities (CwC)

  • Promoting the participation of the refugee population in the community representation structures created in the camp, with particular emphasis on meaningful inclusion of female refugees. This may include facilitating the organization of community consultations and/or elections within the camp, as well as building the capacity of selected community representatives.
  • Fostering accountability to affected populations, including through the dissemination of relevant information to the refugee population and the setup of complaints and feedback mechanisms.
  • Monitoring and ensuring that community representatives act and behave according to the agreed-upon Code of Conduct.
  • Implementing various CwC activities with the objective of providing accurate and timely information to the refugee population and gathering their feedback on issues, priorities and risks in needs of attention within the camps.
  • Promoting participatory approaches in the identification and prioritization of needs by the camp population, such as focus group discussions, participatory assessments and safety audits.
  • Supporting the development of effective community-based referral mechanisms for persons with special needs in close collaboration with protection actors.

Site development and camp care and maintenance

  • In discussion with the PDM and the SD PM – Shelter and Settlement, provide input into the planning and prioritization of site development interventions in the camp, including the establishment, upgrade and maintenance of small-scale site infrastructure.

Social cohesion

  • Under the overall leadership of the PDM and in coordination with protection actors, setting up mechanisms and strategies to defuse tension and encourage peaceful dialogue between different refugee groups living in the camps and between refugees and surroundings host communities.

Our ideal candidate

We are looking for a person with minimum 1-3 years of experience implementing Camp Management programmes, that is able to work under pressure and is good at timely decision making. In addition to this our ideal candidate will have:

  • Higher education, preferably in social science or related fields;
  • Good understanding of UN donors’ requirements;
  • Strong inter-personal skills, working well both in teams and independently;
  • Excellent team management skills;
  • Excellent written and spoken English

Context related skills, knowledge and experience

  • Good understanding of information management systems, tools and methodologies in a humanitarian setting;
  • Previous experience in establishing community representation structures in camps and camp-like settings;
  • Previous experience working closely with and supporting Government authorities;
  • Familiarity with the humanitarian architecture in refugee and IDP responses;
  • Willingness to travel to the field on a daily basis and work in a potentially insecure environment;
  • Experience with start-up programmes;
  • Previous experience in Bangladesh is an advantage.

We offer

  • Contract period: 6 months, with possibility of extension
  • Salary/benefits: According to NRC’s general directions
  • Duty station: Cox's Bazar, Bangladesh, with 10% travel to Dhaka
  • Grade: 8 (see the NRC Global Grade Structure attached)
  • Approved health certificate will be requested before contract start
