Job Description

JOB DESCRIPTION

  •  Basic understanding of the concepts of food security and cash transfers;
  •  A good spirit of analysis and synthesis;
  •  Ability to write clear and concise reports;
  •  Ability to extract, analyze, interpret, and transcribe data and resolve problems encountered; 
  •  Ability to work with minimal supervision;
  •  Ability to plan and organize work;
  •  Excellent command of French (verbal and written communication);
  •  Good knowledge of IT tools (Word, Excel, Power Point, Access).

KEY RESPONSIBILITIES (not exhaustive)

  • Under the direct supervision of the Head of Field Office and the technical supervision of the CBT officer of the Country Office, the CBT Program Assistant will be responsible for coordinating cash transfer activities in accordance with WFP standards in this area. He / She will perform the following main tasks:
  • Contribute to the selection of implementing partners for programs using cash transfers;
  • Ensure the planning of beneficiaries and amounts to be distributed for each cycle of CBT distribution;
  • Ensure the preparation and establishment of beneficiary lists according to transfer mechanisms (mobile money, direct cash, electronic coupon);
  • Establish payment requests for each distribution cycle;
  • Coordinate the identifications of mobile money beneficiaries and the distribution of SIM cards and SCOPE cards;
  • Contribute to the various assessments (markets, partners, beneficiary preferences, traders) to define the most appropriate transfer modalities to effectively meet program objectives;
  • Ensure the supervision of monetary distributions (mobile money, direct cash, electronic coupon);
  • Ensure the entry of CBT data in COMET;
  • Ensure the reconciliation of direct cash distributions and via electronic coupon at the Field Office level;
  • Strengthen the technical capacity of WFP field agents and implementing partners;
  • Contribute to the preparation and implementation of digitalization operations for CBT beneficiaries;
  • Serve as a relay for the CBT team in the Country Office.
  • Perform additional position-related tasks in order to achieve Project objectives.

  • Program life cycle and food assistance Can facilitate the implementation of food aid programs in the form of guidance, using a basic understanding of the principles and good practices of program design, implementation and monitoring.
  • Transfer methods (food, cash, vouchers) Demonstrates ability to facilitate, under supervision, the implementation of a food aid program that deploys a range of transfer modalities with an understanding of the basic principles that guide modality selection and implementation.
  • Knowledge of specialized fields Understands basic technical concepts and data and their relevance to food aid programs.
  • Emergency programming Displays the ability to provide inputs into the development, implementation and realignment of high quality emergency programs.
  • Strategic policy engagement with government Understands and applies the basic principles of engaging with government counterparts at the national or local level.

STANDARD MINIMUM QUALIFICATIONS

Education:

  • Hold a minimum of a Baccalaureate +2. A university degree or bachelor's degree in agronomy, agricultural economics, project management, economics, social sciences or other equivalent fields would be an advantage.

Experience:

  • Four (4) years of experience including at least three (3) years in the field of food security; experience in the implementation of cash transfer programs in the United Nations system and in NGOs would be an asset.

Language:

  • Fluency in oral and written French. Fluency in English would be an asset.
