Role Purpose

Based on Beqaa, the Cash Officer will be responsible to ensure that an implementation plan is set and activities are implemented in line with the plan and following quality standards. He/she will lead on the delivery of the cash component for one project in Beqaa and provide support for another partner in implementing the cash component in Tripoli, including close coordination with both partners. He/she will also ensure continuous follow-up on progress and targets and produce quality reports reflecting achievements. 

Dimensions Of The Role

Under the direct supervision of the Project Coordinator(s), the Cash Officer ensures the implementation of the Cash activities and prepares written materials and progress reports on the project field activities. He/she contributes to the effective and timely completion of the Cash activities, delivery of quality outputs, and achievement of outcomes with maximum impact for beneficiaries. He/she reports directly to the Project Coordinator and works closely with the partner’s field team as well as the service provider. 

Accountabilities

Project Monitoring and Implementation

  • Receive Pins/Cards from the service provider, and ensure the counting process is conducted before the signature of the handover notes.
  • Maintain a complete profile of the project beneficiaries.
  • Collect all the needed information from the beneficiaries to proceed with the cash disbursement.
  • Oversee and prepare all needed documents for the distribution of Pins/Cards to beneficiaries.
  • Prepare all documents to be sent to the service provider related to the cash disbursement
  • Ensure beneficiaries have received the SMS to access their assistance.
  • Assist beneficiaries of Pins/cards in easy usage and access to the assistance, by explaining all the needed processes.
  • Follow up on No Shows to make sure all beneficiaries receive their assistance.
  • Maintain a log sheet of the complaints faced by the beneficiaries, in coordination with the partner.
  • Support the Project Coordinator in preparing the detailed implementation plan for the project in coordination with local partners.
  • Support the Project Coordinator in preparing the spending plan for the project in coordination with local partners.
  • Support the development of tools and materials for project implementation and monitoring.
  • Contribute to concept notes, proposals, and reports as needed. 
  • Carry on activities related to M&E, including reporting on project database, beneficiary count, training reports, meeting reports, and others as needed.
  • Systematically organize and ensure proper documentation of partner M&E data related to activities and reach. 
  • Work closely with Plan International Project Coordinator and partners to ensure that activities are implemented in a coordinated and phased manner, by Plan International’s standards, best practices, and policies.
  • Provide technical guidance and direction including ongoing training, coaching, and mentoring to partners’ staff members to ensure quality programming in compliance with Plan International’s standards and policies.
  • Coordinate closely with partner organizations’ teams to improve the quality of project activities.
  • Ensure that ethical and sound data collection and information management systems are in place for appropriate analysis, planning, evaluation, and advocacy.
  • Ensure regular communication with the Project Coordinator to integrate appropriate technical input and priorities in program design implementation.
  • Undertake regular field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues, provide solutions and implement modifications as required.

Coordination, Communication, and Reporting

  • Provide updates and reports on activities to the Project Coordinator.
  • Generating Master list after receiving all beneficiary distribution lists, transferred amounts, and remaining, and supporting the partners to develop it as well. 
  • Regularly liaise with LIBAN POST (or other cash service provider) in case any issue or complaint is being reported by the beneficiaries 
  • Participate when needed in Working Groups and other relevant coordination entities, when needed.
  • Attend regular calls, meetings, etc. as required by Plan International.
  • Ensure regular communication (SMS/ Phone calls) is sent to beneficiaries 
  • Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Key Relationships

  • Internal: Project coordinator(s), Program Manager, other staff under the EDUCATION and PROTECTION program, Field Finance and Admin Officer
  • External: Partner’s focal point, Municipalities, UN organizations, INGOs, and local NGOs

Technical Expertise, Skills, And Knowledge

Demonstrable knowledge and understanding of:

  • The socio-economic context in Lebanon, especially in the Beqaa.
  • Relevant stakeholders in the Beqaa.
  • Challenges faced by youth, particularly young women, in Lebanon about skills learning and access to job opportunities.
  • Humanitarian principles and the “do no harm” approach.

Qualifications and Experience

  • Minimum 3 years of professional experience in cash, livelihoods, social protection, or youth economic empowerment programming, including in humanitarian or refugee settings.
  • Experience working on cash distributions, disbursements, and handling stock registers 
  • Experience in conducting data collection.
  • Experience working on projects targeting adolescents and youth, especially adolescent girls and young women 
  • Experience working on projects in partnership with international, national, and local NGOs is preferred.

Skills

  • Good understanding of child rights, gender equality, and development issues.
  • Excellent knowledge of Arabic and English is mandatory.
  • Excellent facilitation skills and ability to deliver briefing/training.
  • Good computer skills, including excel.
  • Good ability to write reports and briefing papers in English.
  • Time management and problem-solving skills.
  • Flexible work attitude and ability to work independently within a small team.
  • Ability to effectively communicate with a diverse and cross-cultural audience.
