The post is located in the Information and Communication Technology Department (ICTD) of the Administration, Finance and Management Sector.

The ICT Department is responsible for the transformation of the Organization's information and communication technology systems and structures, with a focus on service excellence, quality, efficiency and integration. The department is in charge of Enterprise Architecture, ICT Program Management, and Infrastructure Management including the ongoing adoption of cloud technologies.

Purpose Statement

The Chief Data Officer (CDO) is the senior executive who bears responsibility on behalf of the Organization to promote value creation by means of the Organization's data assets and external data ecosystem.

As such, the CDO is the senior-most executive with responsibility for aligning data policy and administration with relevant internal and external regulatory, legal and ethical mandates.

Reporting Lines:

The incumbent reports to the Chief Information Officer (CIO).

Duties and Responsibilities:

The incumbent will perform the following principal duties:

Governance:

  • Work with the Information and Communication Technology & Information Assurance (ICTIA) board and other business units to define and implement the Organization's overarching data and analytics strategy.
  • Take authority and responsibility for exploiting the value of enterprise data assets and promote the related business benefits to internal and external stakeholders.  Be the organizational champion of data-driven insights that support the exploitation of strategic and tactical business opportunities.
  • Oversee the deployment and maintenance of a comprehensive inventory of all data assets of the Organization.  Work in close collaboration with the Data Protection Officer to ensure compliance with data rules and regulations.
  • Develop methods and processes to ensure consistent application and use of analytics.
  • In collaboration with business units, lead research, strategy creation and development of new data products or services in fulfillment of WIPO's strategic goals.
  • Partner with the CIO to scan the horizon for emerging management tools, skills, techniques and technologies. Work together to ensure their timely introduction for competitive advantage and to minimize duplication.
  • Collaborate with Enterprise Architecture for the development, publishing and maintenance of the Organization's data architecture, as well as a roadmap for its future development, ensuring that it matches and supports business needs.

Oversight and Control:

  • Lead regulatory and compliance programs related to data and analytics assets and ensure audit controls exist for data and analytics.
  • Develop and maintain controls on data quality, interoperability and sources to manage effectively the corporate risk associated with the use of data and analytics.
  • Define, manage and advance enterprise data management principles, policies and programs for stewardship, advocacy and custodianship of data and analytics, in concert with legal, information security, knowledge and records management, and corporate risk and compliance offices.
  • Evolve and institutionalize behaviors for the appropriate use of information taking into consideration of the changing business needs, security requirements, privacy needs, ethical values, societal and cultural expectations.
  • Define, manage and ensure an adequate data trust model, controls for master data and metadata management, including reference data.
  • Measure master data and reference data for compliance to policy, standards and conceptual models.

Operational:

  • Oversee the development, deployment and maintenance of the enterprise's data and analytics platform.
  • Organize and lead a data and analytics center of excellence, and constantly improve the Organization's capacity to develop insights with advanced analytics.
  • Institute an enterprise operating model that is consistent with the capabilities and competencies required to execute the strategy.
  • Promote the exchange of best practices, lessons learned, shareable data sources and use cases between data practitioners in the Organization.
  • Develop plans for improving data literacy and embedding analytics in decision processes throughout the Organization.
  • Establish resource plans and long-term agreements to compensate for skills and knowledge gaps in the Organization.
  • Oversee the integration and staging of data, and the development and maintenance of the data lakes, data warehouse and data marts, for use by analysts throughout the Organization.
  • Perform other related duties as required.

Requirements:

Education: 

  • Advanced university degree in Statistics, Mathematics, Economics, Computer Science, Information Management, Business Administration or a related field. A first-level university degree plus two years of relevant experience in addition to the experience requested below may be accepted in lieu of an advanced university degree.

Experience:

  • At least 10 years of relevant professional experience, including several or all of the following areas: Business Intelligence, statistics, data governance and management, software development, data quality management (DQM), AWS data analytics platform.
  • Experience in integrating complex, cross-corporate processes and information strategies, and/or designing strategic metrics and scorecards.
  • Five or more years of progressive leadership experience in leading cross-functional teams and enterprise programs, operating and influencing effectively across the organization and within complex contexts.
  • Experience in working in one or more data science languages such as R, Python, SPARK, and MATLAB.

Language:

  • Excellent knowledge of written and spoken English.
